Dear Mr.Kolter:
In accordance with an email request received on April 12, 2012 and additional information received on
May 2, 2012 from Scott Vasgaard of Best Water Services, we are forwarding herewith corrected Page 1 and
Attachment A of Permit No. WQ0012694 issued March 30, 2012.
The corrections to the subject permit are as follows:
I. Condition I.1. has been modified to require the standby generator be installed 30 days after
the Certificate of Occupancy for the facility is received.
2. The Attachment A monitoring frequencies have been changed for pH from five times a week
to weekly and for chlorine from five times a week to monthly based on weekly operator
visits, the facility's flow being less than 30,000 gallons per day and the documentation that
the facility irrigates once a month.
The Attachment A sampling types have been changed from composite to grab for BOD, TSS,
Ammonia Nitrogen, Nitrate, TKN and Phosphorus.
Please replace Page I and Attachment A of Permit No. WQ0012694 issued March 30, 2012
with the enclosed corrected Page 1 and Attachment A.

In accordance with the provisions of Article 21 of Chapter 143, General Statutes of North Carolina as
amended, and other applicable Laws, Rules and Regulations
PERMISSION IS HEREBY GRANTED TO
Maharishi University of Enlightenment
Watauga County
FOR THE
continued operation of a 15,000 gallon per day (GPD) wastewater treatment and irrigation facility
consisting of:
a single train 0.015 MGD package plant consisting of a bar screen, a 6,000 gallon equalization basin (one blower),
with dual 30 gpm pumps, a 15,000 gallon aeration basin, a 2,500 gallon clarifier, a 1,800 gallon aerated sludge
holding tank with decant arm, tablet chlorinator, 1,000 gallon chlorine contact tank, a flow meter (Ultrasonic ISCO
4210), a 22.5° weir, an emergency power outlet for connection to an emergency generator, a 400,000 gallon steel
storage tank, a: "Pere -Rite" control/filtration system with dual 56 GPM pumps and audible and visual alarms, and a
surface drip irrigation system with four separate drip zones with each zone having approximately 25 laterals with a
total wetted area of approximately 10 acres to serve Maharishi University of Enlighterunent with no discharge of
wastes to the surface waters, pursuant to the application received by the Division on February 13, 2012, and in
conformity with the project plan, specifications, and other supporting data subsequently fled and approved by the
Department of Environment and Natural Resources and considered a part of this permit.
This permit shall be effective from the date of issuance until June 30, 2014, shall void Permit No_
WQ0012694 issued July 15, 2005 and shall be subject to the following specified conditions and
limitations:
I. SCHEDULES
1. An emergency standby generator shall be installed within 30 days of receiving the Certificate of
Occupancy for the facility serving the Maharishi University of Enlightenment system.
2. No later than six months prior to the expiration of this permit, the Permittee shall request renewal of
this permit on official Division forms. Upon receipt of the request, the Division will review the
adequacy of the facilities described therein, and if warranted, will renew the permit for such period of
time and under such conditions and limitations as it may deem appropriate. Please mote Rule 15A
NCAC 02T .0105(d) requires an updated site map to be submitted with the permit renewal
application.
