Facility Pilot Test for diesel fuel recovery Groundwater Remediation Facilities Union County Dear Mr. Maalouf: The Non -Discharge Permitting Unit and NPDES Unit received the pilot test for a diesel fuel recovery request on December 1, 1997 for the Chelsea Labs Facility covered under Permit No. WQ0010607 and NC0084344. The NPDES Unit, Non -Discharge Permitting Unit, Groundwater Section and the Mooresville Regional Office reviewed the study and found it to be appropriate. On January 23, 1998 the Division of Water Quality granted approval for the study to commence. On February 6, 1998 the Division was contacted for an extension to the pilot test length. This modified approval is to extend the pilot test completion to July 31, 1998. The following NPDES and Non Discharge conditions must be met for this approval to be valid. 1. The facility is authorized to install a baffled inspection tank (oil/water separator with detention time of 4 hours) prior to the air stripping unit. Water will be pumped off the bottom and any free product will be skimmed off the top. Low and high level floats will be installed and emergency overflow will be routed to the air stripper. 2. At stated in the study request, air stripper samples from MW -4 shall be collected after the inspection tank and air stripper effluent samples and analyzed once every two weeks for Method 625 plus the 10 largest non -target peaks identified. The information collected shall be submitted to the Division of Water Quality Mooresville Regional Office's Water Quality Section and Groundwater Section. There shall be no discharge if diesel constituents are detected in these samples. 3. Approval for this pilot study is until July 31, 1998. This evaluation period will allow the pilot study to run as required, an evaluation to be made, and a permit modification to be requested (if appropriate) for the additional treatment units and the diesel contamination as a source. Failure to either cease operation or request permit modification to add this system by July 31, 1998 will be considered a violation of Non Discharge permit W00010607 and the NPDES permit NC0084344. Please note, construction and operation of this pilot study shall be completed in accordance with the conditions of the subject permit and the approved plans and specifications.
