Recently, the City of Lincolnton submitted an application to our office to modify their residuals
application program Permit WQ0002712. The City requested to transfer the land application field listed
below from Delta Apparel's Residuals Land Application Permit WQ0006984 to the City of Lincolnton's
Permit WQ0002712.
As a result of this transfer, we are attaching with this letter a modified Attachment B, certified
February 16, 2015, to Delta Apparel for the subject residuals land application program. This certification
is being issued to modify Attachment B by removing the following field from the subject land application
program:

This modified Attachment B shall be effective from the date of certification until April 30, 2018
(i.e. expiration date of the current permit); shall void Attachment B of Permit No. WQ0006984 that was
previously certified on June 3, 2010, and shall be subject to the conditions and limitations as specified
therein and well as those specified in the above -referenced permit. Please replace the Attachment B of
Permit No. WQ0006984 that was issued on June 3, 2010 with this modified Attachment B.
Please note that only the maps for any new residuals -generating sources and/or land application
sites are attached to this letter. It is the Permittee's responsibility to ensure that a complete permit is
created by inserting this document into the previously issued permit.
If any parts, requirements, and/or limitations contained in this certification or modified
Attachment B are unacceptable, you have the right to request an adjudicatory hearing upon written
request within 30 days following receipt of the certification. This request shall be in the form of a written
