Dear Mr. Kula:
Reference is made toward rescission of the subject Recycle System Permit. Staff of
our Winston-Salem Regional Office have confirmed that this recycling Permit No_
WQ0006537 was been replaced by WQ0009909 and this NonDischarge Permit is no
longer required. Permit No. WQ0006537 is therefore rescinded and will be removed
from our computer systems, effective immediately.

Kobe Copper Products, Inc.
Permit No. WQ0006537
Stokes County
Permit No. WQ0006537 was issued in 1992 for a spray irrigation system for the
disposal of contact cooling water. This permit voided permit No. 16440.
In July 1993, permit No. WQ0006537 was modified and reissued to cover a recycle
system. Instead of spray irrigating the cooling water, the water was recycled. This permit
voided permit No. WQ0006537 issued in 1992.
Permit No. WQ0009909 issued October 1994 was for a recycle system for the same
contact cooling water covered by WQ0006537. The main difference between the two
systems was how the water was stored. Permit No. WQ0006537 covered a lagoon storage
system. This lagoon has been abandoned and the area filled and grassed. Two 68,000
gallon above ground storage tanks have replaced the lagoon. The storage tanks are in place
and in use. The site was visited November 1, 1995, by the writer.
It is recommended permit No WQ0006537 be voided. Permit No. WQ0009909
covers the same wastewater.

Please consider this official request to close Permit No. W00006537, permanently
from Kobe Copper Products, Inc.
We are currently in possession of two permits (WQ0006537 and WQ0009909 )
for the same process. Permit No. WQ0006537 was issued February 25, 1994 replacing
another permit that Kobe Copper Products had inherited when it purchased this
manufacturing facility in 1992. It was issued on the understanding that Kobe Copper
Products would be working to replace the retention pond that acted as a temporary
wastewater collection and storage for contact cooling water from our copper casting
operation.
Permit No. WQ0009909 was approved and issued iu October 1994. This permit m
allows for the construction and operation of two above ground storage tanks to acts th@
temporary collection and storage for the cooling contact water. These tanks and ping F0
them have been constructed and tested. These storage tanks would be used for no more �;
than six days, three times a year under normal operating conditions. The only oc6alion=:i
for their Lse is when we sb.ut down the electric arc furnace where the copper is mOAed fpi
preventive maintenance which includes the hydraulic units that lower and raise the :U
twenty-nine foot copper billets in the cooling water.
The retention pond liner was removed and the soil underneath tested by a certified
laboratory. It was found to be free of any contamination. The excavation was then
back-filled with clean soil and seeded with grass.
