construction and operation of the subject wastewater
treatment system.
This permit shall be effective from the date of issuance
until rescinded, and shall be subject to the conditions and
limitations as specified therein.
If any parts, requirements, or limitations contained in
this permit are unacceptable to you, you have the right to
request an adjudicatory hearing upon written request within
30 days following receipt of this permit. This request must
be in the form of a written petition, conforming to Chapter
150B of North Carolina General Statutes, and filed with the

In accordance with the provisions of Article 21 of Chapter
143, General Statues of North Carolina as amended, and other
applicable Laws, Rules, and Regulations
PERMISSION IS HEREBY GRANTED TO
CURRITUCK COUNTY BOARD OF EDUCATION
GRIGGS ELEMENTARY SCHOOL
Currituck County
FOR THE
construction and operation of a 1200 gpd septic tank system to
include (1) 2,000 gallon septic tank, (1) 1,000 gallon grease
trap, and 510 1f of nitrification lines, pursuant to the
application received on March 26, 1992 and in conformity with the
project plans,specifications, and other supporting data
subsequently filed and approved by the Department of Environment,
Health and Natural Resources and considered a part of this
permit.
This permit shall be effective from the date of issuance
until rescinded, and shall be subject to the following specified
conditions and limitations:
I. PERFORMANCE STANDARDS
1. Upon completion of construction and prior to
operation of this permitted facility, a
certification must be received from a professional
engineer certifying that the permitted facility has
been installed in accordance with this permit, the
approved plans and specifications. Mail the
certification to the Division of Environmental
Management, P O Box 2188, Washington, N.C. 27889.
2. The Washington Regional Office, phone no.
919/946-6481, shall be notified at least
forty-eight (48) hours in advance of backfilling of
the installed facilities so that an in-place

inspection can be made. Such notification to the
regional supervisor shall be made during the normal
office hours from 8:00 a.m. until 5:00 p.m. on
Monday through Friday, excluding State Holidays.
3. In the event that the facilities fail to perform
satisfactorily, including the creation of nuisance
conditions, the Permittee shall take immediate
corrective action, including those as may be
required by this Division, such as construction of
additional or replacement wastewater treatment or
disposal facilities.
4. The issuance of this permit shall not relieve the
Permittee of the responsibility for damages to
surface or groundwaters resulting from the
operation of this facility.
5. This permit shall become voidable if the soils fail
to adequately absorb the wastes and may be
rescinded unless the facilities are installed,
maintained, and operated in a manner which will
protect the assigned water quality standards of the
surface waters and ground waters.
6. Adequate measures shall be taken to divert
stormwater from the disposal area.
7. The sludge generated from these treatment
facilities must be disposed of in accordance with
General Statute 143-215.1 and in a manner approved
by the North Carolina Division of Environmental
Management.
8. A usable reserve area shall be maintained for
watewater disposal. The reserve area shall have
the capability of accommodating the average daily
flow of the facility being served without exceeding
the loading rates of the reserve area while meeting
all required buffer requirements.
9. Diversion or bypassing of the untreated wastewater
from the treatment facilities is prohibited.
10. The following buffers shall be maintained:
a) 100 feet between disposal area and any public
or private water supply including wells
b) 100 feet between disposal area and "SA and SB"
classified surface waters
c) 50 feet between disposal area and any stream,
lake, river or natural drainageway
d) 5-0 feet between disposal area and property

e) 10 feet between disposal area and surface water
interceptor drains or diversions (upslope)
f) 25 feet between disposal area and surface water
interceptor drains or diversions (downslope)
and groundwater drainage systems.
11. A leakage test shall be performed on the septic and
dosing tank to insure that any exfiltration occurs
at a rate which does not exceed twenty (20) gallons
per twenty-four (24) hour per 1,000 gallons of tank
capacity. The engineer's certification will serve
as proof of compliance with this condition.
12. The facilities shall be effectively maintained and
operated as a non -discharge system to prevent the
discharge of any wastewater resulting from the
operation of this facility.
13. No traffic or equipment shall be allowed on the
disposal area except while installation occurs or
while normal maintenance on the disposal area.
14. Any monitoring deemed necessary by the Division of
Environmental Management to insure surface and
ground water protection will be established and an
acceptable sampling reporting schedule shall be
followed.
II. GENERAL CONDITIONS
1. This permit shall become voidable unless the
facilities are constructed in accordance with the
conditions of this permit, the approved plans,
specifications and other supporting data.
2. This permit is effective only with respect to the
nature and volume of wastes described in the
application and other supporting data.
3. This permit is not transferable. In the event
there is desire for the facilities to change
ownership, or there is a name change of the
Permittee, a formal permit request must be
submitted to the Division of Environmental
Management accompanied by an application fee,
documentation from the parties involved, and other
supporting materials as may be appropriate. The
approval of this request will be considered on its
merits and may or may not be approved.
4. A set of approved plans and specifications for the
subject project must be retained by the applicant

Currituck County
Griggs Elementary School is an existing school located near
Poplar Branch in Currituck County. The school will be upgraded in
phases. Phase I involves the replacement of the septic tank system
that serves the cafeteria. Water meter readings for the past year
show an average daily flow of approximately 6 gpd/student (based on
current student enrollment of 438 students). For design purposes,
the engineer used 10 gpd/student X 600 students. The total design
flow is 6000 gpd, of which 1200 gpd was allotted for the cafeteria
(Phase I). The proposed system will include (1) 1000 gallon grease
trap, (1) 2000 gallon septic tank and 510 if of conventional
nitrification lines. The old system consists of (1) 1000 gallon
septic tank and 150 if of nitrification lines. Mr. Sanders
indicated the old system has worked well for a number of years. As
indicated on the plans, the existing septic tank will be removed
and the drainfield abandoned.
A site investigation was conducted on March 3, 1992 with Mr.
Sanders, Director of Facilities and Planning and Mr. Pat McDowell,
consulting engineer. Soil borings were examined at several
locations in the proposed drain field. The soils have
characteristics typical of those found in the Conetoe series:
surface soils are gray to brown loamy sand to approximately 20
inches; subsoils are brown sandy loam to 48 inches; permeability
was estimated to be 30 min/inch; the seasonal high water table
(SHWT) was estimated to be greater than 4 ft from the surface. Both
the soil and water table conditions are very favorable for a
conventional septic tank/nitrification system.
This review has been co-ordinated with the groundwater section
of this office and Mr. John Baum, Currituck County Health
Deptartment. Both parties concur with our decision to issue this
permit. It is recommended that a non -discharge permit be issued
until rescinded for the proposed system. A draft permit and
transmittal letter are attached for your signature.

PART IV - EVALUATION AND RECOMMENDATIONS
The proposed septic tank/nitrification system will
serve an existing elementary school. The soils are loamy
sand with estimated permeability rates < 30 min/inch. The
SHWT is > 4 ft. Soil and water table conditions are very
favorable. The proposed loading rate of 0.8 gpd/fe is
reasonable. It is recommended that a non -discharge permit
be issued for this facility.
