Office that this permit is no longer needed. After verification by the Regional Office that
the permit is no longer needed, State Permit No. WQ0005941 will be rescinded.

Dear Ms. Sullins:
Pon -nit No. WQOOOS941 was issued as an operation permit allowing the City of
Burlington to recycle supernatant from the J.D. Mackintosh, Jr. Water Treatment Plant
alum sludge storage lagoons hack, through the water treatment process. Due to concerns
related to the health effects of trilialomethanes, other disinfection by-products,
accumulated organics, and other concentrated contaminants along with aesthetic problems
of taste and odor, the City explored other means of Dandling this supernatant.
To address the disposal of supernatant from the alum sludge lagoons, the City
obtained -IPDES Permit No, NCO083828 providing for discharge into Great Alamance
Creek. The disposal of alunt sludge was incorporated into the City's land application
permit WQ0000520. These two permits allowed the City to suspend the recycle
operation.
With this letter, X am requesting that the NCDEHNR / Division of Water Quality
rescind permit no. WQ0005941 for operation of a recycle system. 1 understand that the
special issues of water plat discluirge may be addressed in tltture NCDBHNR actions.
