Y1.9MA IqT 0 A&4�ja 10 IDEHNR Subject: Permit No. WQ0005757 Temporary Storage of Residuals Town of Boone Watauga County In accordance with your request dated April 22, 1997, second addendum request dated May 9,1997, and discussions with the Town of Boone and the Winston Salem Regional Office, the Division hereby approves the temporary storage of residuals at the Town of Boone wastewater treatment facility and at an off site temporary storage area (Mac Brown Farm) until such time where the residuals can be land applied in accordance with the Town of Boone's permit WQ0005757 for the land application of residuals. This approval is based on the compliance with the following conditions. 1. The residuals must be dried to a semi -dry state prior to temporary storage. 2. The residuals must be stored at the Town of Boone WWTP or in the temporary storage area on the Mac Brown faun. 3. The temporary storage location must be bermed around the residuals for collection of leachate. Any leachate collected shall be pumped back to the influent of the treatment facility either by collection lines or in the case of the off site storage Iocation by some form of tanker truck. 4. The stored residuals shall be covered with some form of waterproof cover to prevent stormwater from contact. 5. The Winston-Salem Regional Office's Water Quality Supervisor shall be contacted 24 hours prior to initiation of storage so that they may come and inspect the temporary storage area. 6. At no time shall this storage of residuals cause any violations of water quality or groundwater standards, or cause any violations of any other environmental standards. 7. An inspection shall be made daily of both sites to insure the cover required in #4 above is intact. This approval for temporary storage on site is effective for 180 days from the date of this letter. For the off site storage (Mac Brown site) the approval is effective for 90 days from the date of this letter. All residuals shall be removed from the storage area by the 180th or 90th day respectively. The Winston- Salem Regional Office, Water Quality Section shall be contacted and updated 30 days prior to the end of the 180 or 90 days so they may be informed of the status of the removal of the residuals.
