My computer files show that I prepared or corrected two other drafts of the reduction letter, the last one being on September 30, 1996. The permittee has acknowledged =hat the WWTP is only designed for 3 bedrooms per house. Therefore, the average of these subdivisions has to be no more than 3 bedrooms per house. On June 6, 1996, enough additional information was received to complete the flow reduction request package. In view of the information submitted, the Division of Water Quality hereby approves the use of 234 GPD for single family residential units, at a subdivision average of only three bedrooms per unit, only for the Carolina Lakes and Carolina Hills Subdivisions. This consideration applies to any applicable future Carolina Lakes or Carolina Hills Subdivision projects submitted to the Division as well as any projects which are presently under review. Carolina Lakes and Carolina Hills Subdivisions wastewater flows presently tributary to treatment facilities can be adjusted upon formal permit modification request to the Division. The Division retains the authority to adjust the authorized flow reduction rate if future developments at the Carolina Lakes and Carolina Hills Subdivisions cause a significant exceedance of the percapita flow rate per residential unit. Harnett County Department of Public Utilities may submit future requests for flow reductions in accordance with North Carolina Administrative Code: 15A NCAC 2H .0200, subsection .0219 (1) (3). Tart, Director Harnett County Department of Public Utilities Southwest Water & Sewer District of Harnett County Subject: Permit No. WQ0002994 Wastewater Flow Rate Reduction Carolina Lakes Subdivision and Carolina Hills Subdivision Subdivision Sewer Extensions Harnett County This is in reference to a request for wastewater flow rate reduction received March 17, 1994, for the reduction of wastewater flow in the subject subdivisions. Since that time there have been an ongoing series of letters and meetings requesting additional information, and requests made for the installation of facilities to gather enough data to allow the requested flow reduction. The highlights of these communications are shown below: March 8, 1994 - A verbal request for flow reduction was made in a meeting with the Division. 2. March 17, 1994 - Written request for wastewater flow reduction received, but the was incomplete and additional information was requested, including the effluent flow meter accuracy. 3. May 17, 1994 - Confirmation of the effluent flow meter accuracy was received. 4. July 27, 1994 - The Division made a request for influent flow meter(s), in a meeting at the Fayetteville Regional Office, as effective monitoring of flow is critical for proper operation of spray irrigation facilities. 5. August 9, 1994 - A formal request for additional information was made. 6. September 15, 1994 - The additional information was received; and confirms the needed influent flow meter preparations are under way. 7. February 9, 1995 - Meeting in the Fayetteville Regional Office renews request for influent flow meters. P.O. May 24, 1995 - Fayetteville Regional Office is informed preparations are being made for influent flow meters. 9. September 20, 1995 - Fayetteville Regional Office letter denies a further sewer extension until influent flow meter data demonstrates sufficient treatment plant capacity. Note, it is reported that Patten Corp. has a series of 4 different managers in the preceding months which contributes to the delay of the influent flow meters. 10. October 18, 1995 - The first 12 days of influent flow meter readings are received. 11. November 29, 1995 - More influent flow meter readings received. 12. January 29, 1996 - A third month of influent flow meter readings are received. However, data on growing number of customers making this flow was incomplete, and a phone request for this information was made to Mr. Marziano of Marziano & Minier, P.A. 13. March 5, 1996 - A formal additional information letter is handed to you at a meeting, in the Harnett County Office Complex, requesting the needed customer information. 14. March 14,1996 - the customer information received contradicted customer information from October of 1995. Therefore, additional clarification was requested by phone on March 19, 1996,to Mr. Marziano of Marziano & Minier, P.A. In the meeting on March 5, 1996, Mr. John Seymour, of the Division of Environmental Management's Water Quality Section, personally handed Mr. Rodney Tart a letter, dated March 5, 1996, in which he was asked to provide additional information. As of the deadline in that letter, all the information requested had not been not received. On May 17, 1996, the Division prepared a return letter for the wastewater flow reduction rate request as being incomplete in accordance with North Carolina General Statute 143-215.1.
