Dear Mr. Kairis:
In accordance with a request received on February 3, 2003 from Ms. Rhonda Money, Technical
Services Manager of Synagro South, Inc., we are forwarding herewith corrected Attachments A and B of
Permit No. WQ0001897, issued on January 31, 2003, for the subject residuals land application program.
The following corrections have been made to the permit:
1. The cover letter for the permit No. WQ0001897 dated January 31, 2003 has incorrect acreage
listed for the sites being deleted as well as the sites being remaining in the program. The
permit was, in fact, being issued to delete 1,190.20 acres of land application area from the
previous issuance of this permit and approve the continued operation of the residual land
application program with the remaining 1,427.60 acres for another five-year cycle-
2. Attachment A has been corrected to exempt the City of High Point's Frank L. Ward WTP
from complying with the performance standards stipulated in Condition I. 7. as well as the
monitoring and reporting requirements stipulated in Condition M. 4., provided that the
residuals from this residuals source -generating facility are not mixed with any other residuals
authorized by this permit.
3. Site Nos. NC-DA-078-01, NC-DA-078-02, NC-DA-078-03, NC-DA-078-04, NC-DA-078-
05, NC-DA-078-07, NC-DA-078-08, NC-DA-078-09, and NC-DA-078-11 were listed on
Attachment B as being owned by Estelle B. Wilson. Ms. Wilson is just one member of the
Wilson Estate that actually owns these land application sites. Appropriate corrections have
been made to Attachment B.
4. Site No. NC-DA-092-01 owned by Armp J. Layton has now been correctly listed as being in
Randolph County in Attachment B. As a result, the Site JDs for this site has also been
changed to NC-RD-92-01, and the total acreage under this program has changed in Davidson
County to 741.50 acres and in Randolph County to 644.10 acres.

"The southern steeply sloped portion of this site shall be omitted. However, the small section adjacent to the road may be added.
hNo residuals shall be applied to this site until a vegetative cover is established and all tree stumps are removed.
`Reduced buffers from residences under separate ownership have been approved for this site. Residuals may be land applied to within 100 feet of residences regardless of whether a surface
or sub -surface application method is utilized. Note that no reduction in the required buffer between the land application area and property lines or public right-of-way is allowed. A revised
variance letter from the new owner shall be obtained in case of a change in ownership of these residences. Submit the aforementioned variances to the Non -Discharge Permitting Unit, 1617
Mail Service Center, Raleigh, NC 27699-1617.
Residuals shall be applied by injection only on this site.
