WQ0001463 City of Raleigh Marsh Creek Chlorination Station Walnut Creek Interceptor Chemical Feed Facilities (Odor Control) Wake County Dear Mr. Benton: In accordance with your application received on March 30, 1989, we are fonvarding herewith Permit No.WQ0001463, dated June 12, 1989, to the City of Raleigh for the construction and operation of the subject chemical feed facilities for the purpose of odor control. This permit shall be effective from the date of issuance until rescinded, and shall be subject to the conditions and limitations as specified therein. If any parts,.requirements, or limitations contained in this permit are unacceptable to you, you have the right to request an adjudicatory hearing upon written request within thirty (30) days following receipt of this permit. This request must be in the form of a written petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed with the Office of Administrative Hearings, P.O. Drawer 11666, Raleigh, NC 27604. Unless such demands are made this permit shall be final and binding. One set of approved plans and specifications is being forwarded to you. Box 27687, Raleigh, North Carolina 2761 1-7687 Telephone 919-733-7015 An Equal Opportunity Affirmative Action Employer } NORTH CAROLINA ENVIRONMENTAL MANAGEMENT COMMISSION DEPARTMENT OF NATURAL RESOURCES AND COMMUNITY DEVELOPMENT RALEIGH PERMIT For the discharge of Sewage, Industrial Wastes, or Other Wastes In accordance with the provisions of Article 21 of Chapter 143, General Statutes of North Carolina as amended, and other applicable Laws, Rules, and Regulations PERMISSION IS HEREBY GRATTTED TO City of Raleiah Wake County FOR THE construction and operation of sanitary sewer collection system odor control facilities to serve the Marsh Creek Chlorine Feed Station and the Walnut Creek Interceptor. The facilities at each site will consist primarily of two 15,000 gallon chemical storage tanks, two 95 GPH metering pumps, a containment structure, and all other appurtenances, pursuant to the application received March 30, 1989, and in conformity with the project plan, specifications, and other supporting data subsequently filed and approved by the Department of Natural Resources and Community Development and considered a part of this permit. This permit shall be effective from the date of issuance until rescinded and shall be subject to the following specified conditions and limitations: This permit shall become voidable unless the facilities are constructed in accordance with the approved plans, specifications and other supporting data. 2. This permit is effective only with respect to the nature and volume of wastes described in the application and other supporting data. 3. The facilities shall be properly maintained and operated at all times. 4. This permit is not transferable. 5. In the event that the facilities fail to perform satisfactorily, including the creation of nuisance conditions, the Permittee shall take such immediate corrective action as may be required by this Division, including the construction of additional or replacement facilities. 6. The Raleigh Regional Office, phone no. 919/733-2314, shall be notified at least forty-eight (48) hours in advance of operation of the installed facilities so that an in -place inspection can be made. Such notification to the regional supervisor shall be. made during the normal office hours from 8.00 a.m. until 5.00 p.m. on Monday through Friday, excluding State Holidays. 7. Satisfactory controls shall be provided to contain the accidental discharge or spillage of hazardous or toxic substances either stored or being used on the project site. Adequate facilities shall be provided to prevent surface runoff from carrying any disposed or stored material into any surface waters. 9. Adequate inspection, maintenance, and cleaning shall be provided by the Permittee to insure proper operation of the subject facilities. 10. Upon completion of construction and prior to operation of this permitted facility, a certification must be received from a professional engineer certifying that the permitted facility has been installed in accordance with the approved plans and specifications. Mail the certification to the Permits and Engineering Unit, P.U. Box 27687, Raleigh, NC 27611-7687. 11. A copy of the approved plans and specifications shall be maintained on file by the Permittee for a minimum of five years from the date of issuance. Permit issued this the 12th day of June, 1989.
