This Permit will be effective from the date of its issuance until August 31, 1993, and shall be subject to the conditions and limitations as specified therein. Box 37o, Asheville, N.C. 28602-0370 • Telephone 704253-3341 An F—ml 0---iR• Ar-- F...nlrn•rr Permit Number WQ0000039 NORTH CAROLINA ENVIRONMENTAL MANAGEMENT COMMISSION DEPARTMENT OF NATURAL RESOURCES AND COMMUNITY DEVELOPMENT ASHEVILLE, NORTH CAROLINA P E R M I T For the Discharge of Sewage, Industrial Wastes, or Other Wastes in accordance with the provisions of Article 21 of Chapter 143, General Statutes of North Carolina as amended, and other applicable Laws, Rules and Regulations PERMISSION IS HEREBY GRANTED TO West Marion Elementary School FOR THE operation of an existing septic tank ground absorption wastewater treatment system to serve West Marion Elementary School in McDowell County, pursuant to the application received on August 4, 1988, and in conformity with the project plans, specifications, and other supporting data, subsequently filed with the Department oflNatural Resources and Community Development and considered a part of this Permit. This Permit shall be effective from the date of its issuance until August 31, 1993, and shall be subject to the following specified conditions and limitations: 1. Flow limiting devices shall be used on all facilities at the West Marion Elementary School 2. This Permit is effective only with respect to the nature and volume of wastes described in the application and other supporting data. 3. This Permit shall become voidable in event of failure of the soil to adequately absorb the wastes, and may be rescinded unless the facilities are installed, maintained, and operated in a manner which will protect the assigned water quality standards of the surface waters, and prevent any contamination of the ground waters which will render them unsatisfactory for normal use. 4. This facility shall not discharge directly to the surface waters of the State. Permit Number WQ0000039 Page Two 5. In the event the facilities fail to perform satis- factorily, the owners shall take such immediate corrective action as may be required by this Depart- ment. 5. This Permit is not transferable. 7. The method for final disposal of screenings, scum, and sludges from these facilities shall not result in any contamination of the surface or ground waters of this State. 8. This disposal system shall be abandoned immediately upon the availability of a regional sewer system. 9. The permittee shall, upon written notice from the Director of the Division of Environmental Management, conduct ground- water monitoring as may be required to determine the compliance of this wastewater treatment facility with the current groundwater standards. 10. The approved nitrification field site must not be disturbed, regraded, or substituted without written permission from the Asheville Regional Supervisor. Permit issued this the j day of �(,��c, 1988.
