Therefore, as you requested, Permit Number WQ0004172 is hereby rescinded effective immediately. If in the future, you determine that you need to land apply contaminated soils, you must first apply for and receive a new Nondischarge permit. Failure to obtain a valid Nondischarge Permit for such activities will subject the owner to a civil penalty of up to $10,000 per day.
