Townsend Inc. - Land Application Sludge Permit
Chatham County
Reference is made to your request to allow the expiration of the subject State Permit
WQ0003966. Staff of the Groundwater Section have confirmed that this NonDischarge
Permit is no longer required. Therefore, in accordance with your request, State Permit
No. WQ0003966 will be allowed to expire, effective December 31, 1995.

The Groundwater Section has reviewed the request by the permittee (April 25, 1995)
to rescind the permit issued April 22, 1991. Cake sludge has been applied to the Hazel
Barber Farm (45.6 acre tract) once every three years. Currently all of the sludge is
processed at their "composting facility" under permit No. WQ0004652, issued May 19, 1994.
No monitor wells were installed at the Hazel Barber Farm (original requirements to install
monitor wells were changed on April 22, 1991 to delete the requirement of monitor wells
and sampling). In conclusion, we have no objection to the rescission of the permit or letting
the permit expire on December 31, 1995.
