In looking through th� M�rg�r proc�ss following CP2A, I want to mak� sur� that IVCDOT
is compl�ting th� st�ps as r�quir�d prior to CP 3.
In particular, st�p 15 (Pr�par� Draft EIS/EA, Conc�ptual Mitigation Proposal and S�ction
404 Application) and St�p 16 (Issu� DEIS/EA and Submit S�ction 404 Application) ar� of
conc�rn. Has th� �nvironm�ntal docum�nt b��n compl�t�d ?
St�p 16 stat�se "NCDOT and FHWA vvill sign th� titl� pag� of th� �nvironm�ntal
docum�nt (DEIS or EA) prior to NCDOT circulating it. NCDOT vvill submit th� S�ction 404
p�rmit application to th� USACE at th� tim� of docum�nt approval...Th� �nvironm�ntal
docum�nt will b� distribut�d to f�d�ral ag�nci�s, Stat� Cl�aringhous�, and local
ag�nci�s and organizations for r�vi�vv and comm�nt."
St�p 17 is th� Corps° LEDPA Public Notic�. Is th�r� at I�ast a draft EA or similar
docum�nt I will b� abl� to mak� availabl� for this Public IVotic�? If not, how will IVCDOT
m��t this r�quir�m�nt prior to CP 3?

Everyone,
This is a pre-merger meeting to review the I-3306A, that has been on hold for
about 5 years. Concurrence for CP 1 and CP 2 were reached in 2014 and we will
be trying to use the General Permit 31 for this project. A draft merger packet will
be available prior to this meeting along with the new calculations for stream and
wetland impacts based on the functional designs. This will be a Skype Meeting
