Box 368 Thomasville, NC 27361 Subject: Variance Request Approval Hank's Branch Sanitary Sewer Rehabilitation Phase I City of Thomasville • WQCS00057 Dear Mr. Craver: - The Division,of Water Resources (Division) has reviewed the submitted variance request received on August 17, 2018 for the subject project. Pursuant to the variance request received from Alley, Williams, Carmen & King, Inc. on behalf of the City of Thomasville,the Division will grant the variance requests described below in accordance with the provisions for alternative design under 15A NCAC 02T.0105(n): 1. A variance is granted for the rehabilitation and operation of approximately 540 linear feet of 18-inch gravity sewer between Manholes MH-4 and MH-5 at a slope of-0.02%, between MH-15 and MH-16 at a slope of 0.03%, and between MH-16 and MH-17 at a slope of-0.01%as indicated on the provided plans, specifications, and supporting documents, and subject to the following requirements: a. The sections of gravity sewer as described above shall be designated as "high- priority sewer" in accordance with 15A NCAC 02T.0402. b. High-priority sewers shall be inspected by the permittee or its representative at least once every six-months in accordance with the permittee's individual system-wide collection system permit (WQCS00057). c. The portion of sewer between MH-15 and MH-16 as listed above also includes an aerial line over Hanks Branch. 2. A variance is granted for the rehabilitation and operation of various sections of the sanitary sewer with less than 36-inches of cover from earth grade, including portions of the sewer between MH-4 and MH-5, MH-6 and MH-7, between MH- 16, MH-17, MH-18, MH-19, MH-20, MH-21, MH-22,and MH-23,and between MH- 27 and MH-28. An alternative design is approved for a ,separation between manholes of approximately 550 linear feet between MH-8 to MH-9 and approximately 442 linear feet between MH-13 to MH-14. Per 15A NCAC 02T.0305(i)(2),the permittee shall be responsible for maintaining the capability to perform routine cleaning and maintenance on the portions of the sewer noted as not meeting the maximum separation distance between manholes. Regardless of the variance approval, in the event that the wastewater collection facilities fail to perform satisfactorily, including the creation of nuisance conditions,the Permittee shall take immediate corrective action, including those as may be required by this Division, such as the construction of additional or replacement facilities. All other elements of this project shall be constructed in accordance with all applicable rules and statues including, 15A NCAC 2T;the Division of Water Resources' (Division) Gravity Sewer Minimum Design Criteria adopted February 12, 1996 as applicable; and the Division's Minimum Design Criteria for the Fast-Track Permitting of Pump Stations and Force Mains adopted June 1, 2000 as applicable. Approval of the variance request does not constitute approval of the permit.
