Sullins Director Dee Freeman Secretary June 10, 2009 City of Washington Mr. Philip Mobley, Director of Parks & Recreation Department 943 Washington Square Mall Washington, NC 27889 Subject: General 401 Water Quality Certification 43641- Express Review Program Runyon Creek, Tar-Pamlico River Basin DWQ EXP # 09-0654 Beaufort County Approval of 401 Water Quality Certification and Authorization Certificate per the Tar-Pamlico River Buffer Protection Rules (15A NCAC 2B.0259) Dear Mr. Mobley: The Washington Regional Office received your application for a CAMA Major Permit from the Division of Coastal Management on June 4, 2009. The impacts proposed are for constructing a pedestrian walkway with fishing platforms under the NC 32 bridge, with proposed shading impacts of 0.051 acres of open waters, 0.008 acres of wetlands, 461 square feet of Zone I of the protected riparian buffer as described in your application. This letter shall also act as your approved Authorization Certificate for impacts to the protected riparian buffers per 15A NCAC 2B .0259. Please be advised that this certification does not authorize any dredge for the subject project and is to be constructed as described in your application. This Certification can also be found on line at: http://h2o.enr.state.nc.us/ncwetlands/certs.html. You are authorized to proceed with your project as proposed under General Water Quality Certification (WQC) #3641 (enclosed). This Certification allows you to use the CAMA Major Permit when the Division of Coastal Management issues it. Written concurrence from the Division of Water Quality (DWQ) is not required provided that you can meet all of the conditions of the General Water Quality Certification. If at anytime during construction of your project you determine that you cannot meet these conditions or if there are any additional impacts to wetlands or water quality not described in your application, you must contact this office immediately.
