The City of Kannapolis has received an stormwater management plan application for a project
called Integra Springs. This project in question is a portion of the Kellswater Commons
Development. We have received a copy of the permit for the stream impacts on Kellswater and
the City of Kannapolis has agreed to include the project under the City of Kannapolis
Stormwater Program. There are a couple of items that the City needs your comment on prior to
completing the review of the stormwater management plan.
These items are:
* The stormwater permit application received by the City is only for a
portion of the Kellswater Commons Development. Can the City issue an approval for a portion
of the site or will a stormwater management plan need to be provided for the whole
development before any grading can begin?
* The project appears to be closer to a stream on the eastern side of
the site than was shown on the original concept plan. This project has vesting under an
older zoning ordinance for the City of Kannapolis, which did not require a buffer for the
area. Does DENR have any issues with the proposed grading for this area?
* The development is proposing to use 70% built upon area rather than
60% built upon area. The design of the wet pond is based on 90% TSS removal. Will this
change in the project design require a revision review by your office?
Please note that the sewer line shown on the southern side of the site plans that is labeled
as an existing line is actually a proposed line and has not been constructed. It will be
constructed by the developer to serve this project and additional portions of the Kellswater
Commons development.
