The detail should include clear instructions that indicate riprap is to be removed and/or reinstalled to below the water level and sunk into the stream bed. The Division prefers that natural matting material be used where appropriate. Response to Comment: A detail showing restoration of temporary crossing and instructions that the rip rap is to be removed or installed to below water level and sunk into stream bed has been provided for both projects. We've enclosed 5 copies revised sheets 17 (Contract 2) and 13 (Contract 3). Comment 2: For Contract 3: The crossing at station ---28+50 crosses two channels at the confluence. In addition, the crossing may not be perpendicular to one or both streams. The confluence of two streams is a difficult crossing to restore naturally and ensure stability. The Division would prefer to see two perpendicular crossings, one of each channel, or realignment of the sewer line so that it only crosses one channel if at all possible. If not possible, please show what other alignments you analyzed at and why they were unacceptable. Response to Comment: This area was determined to be okay per our site visit with you on May 12, 2009. The smaller stream was determined be a springhead and will not have any major flows. Comment 3: For contract 2: It appears there is a road/drive with a culvert within the area of station 62+60. The Division would prefer a crossing in the vicinity of the pipe rather than in an undisturbed area closer to the wetland. Have alternative alignments been investigated within this area? Alternative alignments were investigated in this area. The alignment is designed to Ms. Sue Homewood NCDENR DWQ June 4, 2009 Page 2 of 2 remove the existing pump station and with future projects in mind. We compared the current alignment to the alignment of the sewer running through the existing drive. The proposed stream impact is limited to the impact of the installation of the pipe only. This temporary crossing will not be used for equipment crossing. If the sewer is realigned as suggested the existing pipes and drive will have to be removed and replaced which will create more impacts and need more stabilization than the proposed crossing.
