PROJECT SUMMARY: The applicant is proposing to install a floating dock and waste pump-out facility. Town of Carolina Beach Page Two 9. PROJECT DESCRIPTION: The applicant has requested that the subject CAMA Major Permit application be processed under the Express Review Permitting Program. The project site is located at 100 Canal Drive, adjacent to the Carolina Beach Yacht basin, in Carolina Beach, New Hanover County. To find the property from the NCDENR-Wilmington Regional office, turn left onto Market Street from Cardinal Drive. Travel approximately 0.75 miles and turn left onto College Road. Continue south along College road (Highway 421) from Wilmington towards Carolina Beach (approximately 15 miles). Cross Snow's Cut bridge and continue to travel south along Highway 421. Turn left onto Carl Winner Drive (located approximately 2.5 miles from Snow's Cut bridge) and the property will be located on the left hand side, in the far southwest corner of the marina basin. The high ground portion of the property is approximately 0.5 acre with roughly 975' of shoreline frontage. The lot averages 3-5'above normal high water and the shoreline is stabilized by a wooden bulkhead. Vegetation on the site is sparse (predominantly lawn grasses) and most of the high ground portion consists of a gravel/paved parking area. There are no Coastal or "404" type wetlands located on or adjacent to the proposed project site. This particular area of Carolina Beach experiences a high volume of tourism during the summer months as most of the commercial fishing fleet is located within the basin. In the project vicinity, the waters of the Carolina Beach Yacht Basin are classified as SB by the NC Division of Water Quality, and they are CLOSED for the harvest of shellfish. These waters are NOT designated as Primary Nursery Area (PNA), by the NC Division of Marine Fisheries. The Carolina Beach Land Use Plan classifies the waters as Conservation. PROPOSED PROJECT: The applicant is proposing to install an 8' x 80' section of floating dock adjacent to the existing bulkhead and a 3' x 4' concrete pad for the waste pump-out facility. In addition, the applicant is proposing to convert a parking area to "green space". The proposed pump-out station and converted "green space" would be located within the 30' Coastal Shoreline Buffer, adjacent to the existing parking area and boardwalk. The proposed transient dock would be located in an area that has previously been developed. Prior to the destruction of Hurricane Fran, the Town of Carolina Beach maintained a publicly accessible platform in the far southwest corner of the boat basin, within the footprint of the proposed docking facility. The platform was destroyed as a result of the storm and was never reconstructed. The Town is now seeking approval to incorporate this area for public usurpation. As proposed, an 8' x 80' floating dock would be constructed immediately adjacent to the bulkhead and would run parallel to the bulkhead (north to south), providing side to dockage along the eastern side. The floating dock would accommodate up to four (4) vessels at one time. Water depths in the vicinity of the proposed dock range from -4.0' to -6.0' below the elevation of Normal Low Water. In addition to the proposed docking structure, the applicant is requesting approval to install a 3' x 4' concrete pad, adjacent to the parking area and boardwalk, for permanent placement of the waste pump-out. According to the applicant, a 3' x 4' concrete pad would be poured within the 30' Coastal Shoreline Buffer, along the western side of the existing boardwalk. The pad would house a new waste pump-out system that would be connected to the Town's municipal sewer system. The pump-out facility would accommodate vessels up to 65' in length and would be operated and managed by the Harbour Master. The applicant indicates that eight (8) pump-out signs would be installed throughout the marina and basin. As proposed, the concrete pad would be located approximately 12' landward of the Normal High Water contour. With the exception of the pad foundation and line installation, the proposed pump-out facility would not create any additional impacts within the 30' Coastal Shoreline Buffer. Town of Carolina Beach Page Three All remaining development associated with this project would be limited to the conversion of approximately 1,220 sq. ft of built-upon area, to "green space". According to the applicant, there are currently eight (8) parking spaces (comprising approximately 1,220 sq. ft. of existing impervious area) located along the western side of the marina basin, and the Town is proposing to remove the entire parking pad and convert the area to "green space". Following material removal, the area would be graded and sod would be installed. The applicant indicates that demolition debris would be removed and disposed of at the Town's municipal complex, located off of Dow Road. It should be noted that a large portion of the parking area is located within the 30' Coastal Shoreline Buffer and although the eastern most limits of disturbance would be located approximately 10' from the NHW contour, no impacts are anticipated within the marina basin. As proposed, all materials would be confined to the high ground portion of the property. 10. ANTICIPATED IMPACTS: As proposed, the planned development would incorporate approximately 640 sq. ft. of public trust waters. The applicant has approximately 975 linear feet of shoreline, allowing approximately 3,900 sq. ft. of platform or docking space; however, if constructed, the docking facility would only incorporate approximately 640 sq. ft. No impacts to Coastal or "404" wetlands would occur as a result of construction. As proposed, the planned development would be located within the applicant's area of riparian access and within '/4 of the width of the waterbody. The bulk of the project involves approximately 1,220 sq. ft. of ground disturbing activities within the 30' Coastal Shoreline Buffer; however, the applicant is converting a large portion of this area from impervious area back to green space. Additionally, the proposed pump-out, also located within the 30' Coastal Shoreline Buffer, is being proposed in an area that was previously developed. The existing marina has 29 slips that are leased out to commercial vessels with shore-side docking and restrooms. On the South terminal side of the marina the Town recently removed a slip and a 55' k 35' platform to make room for the proposed slips. The proposed re-development consists of a 96' x 52' portion located in the southwest corner of the Marina that is currently open water. The floating dock will be adjacent to the bulkhead. The proposed area will have 4 slips, one of those would be used for a pump out. This pump out slip will handle most any size boat up to a 65'. The pump for the pump out station will sit on a 3'x 4' concrete slab which is shown on the diagram attached. The Town will remove 8 existing gravel parking spaces for the 3' x 4' slab. The parking spaces will be sod with grass within the 30 foot setback. The new boat slips will be for day boaters visiting Carolina Beach.
