(Wood) is pleased to provide this letter outlining proposed major modifications to the National Pollutant Discharge Elimination System (NPDES) permit for the subject development currently under construction. The property owner (DC Charlotte Plaza, LLLP) holds a NPDES Permit (Number NC00089656) to treat and discharge water at the subject property in Charlotte, North Carolina. Due to space constraints within the room that will house the permanent water treatment system, it was reportedly necessary to modify the water treatment system designed by others to include two larger carbon vessels rather than the four smaller vessels as approved in the original permit application. The North Carolina Department of Environmental Quality (NCDEQ) reviewed information previously provided and requested preparation of a letter summarizing the proposed modifications signed and sealed by a Professional Engineer. This information was requested to be submitted as a major modification to the Permit. • Wood Environment&Infrastructure Solutions,Inc 2801 Yorkmont Road,Suite 100 Charlotte,North Carolina 28208 Licensures:NC Engineering F-1253,Geology C-247 T:704-357-8600 www.woodplc.com According to the NPDES permit, DC Charlotte Plaza, LLLP is authorized to operate a 0.108 MGD dewatering and groundwater remediation system consisting of, but not limited to: o a sub-slab dewatering drainage system draining to two sumps o sump pumps o four 1,000-pound activated carbon vessels o a bag filter o flow totalizer o an effluent sample port A portion of the design drawings related to the activated carbon vessels and previously approved by the Water Quality Permitting Section are included as Attachment A. A modification to the originally-permitted system is necessary because the floor area of the room that will house the permanent water treatment system is inadequate for the four 1,000-pound activated carbon vessels. Therefore, two 2,000-pound activated carbon vessels will be installed as part of the permanent system. According to the designer of the system, the performance criteria of the originally-proposed four 1,000-pound activated carbon vessels will be met by the modified two 2,000-pound activated carbon vessels.
