Review of Permit Renewal — NCS000312

• SIC 4953 — Hazardous Waste TSD facility.
• Monitoring — The facility has been monitoring for TSS, COD and pH. Previous permit did have tier system.
o Data reviewed from 2009 through March 2018. A few parameters did show exceedances over this time
period. Also reviewed Charlotte -Mecklenburg Stormwater Services (CMSWS) data from December 2017
monitoring at the facility. All drainage from the facility goes to a cement basin at the NE corner of the
property. The basin has a gate valve and the facility releases the stormwater manually.
o TSS had two values close to the 100 benchmark but did not exceed. The CMSWS data did show a Turbidity
value of 60. Since TSS is a baseline parameter keep in the permit.
o COD only had one exceedance but given the material brought into the site the parameter should be
maintained as a potential indicator of pollution issues.
o pH values had one result above the high range of 9 and one below the low range of 6. Also a four results at
the very low end around 6. Maintain pH monitoring
o The CMSWS data also showed a Cu value above the benchmark but discussions with Chad Broadway
indicated that the result was actually low compared to what they observe regularly and he felt this was not
a result of the facility's activities or process. Chad also felt the parameters remaining where appropriate for
assessment of the facility. See emails in LF.
o Parameters remaining in the permit — TSS, COD and pH
o Tier structure adjusted to have the three levels as in current permits.
o Parameter codes added to permit.
• Discussed site issues with facility contact — Scott Madix (6/4/18). Checked on contacts. He should replace James
Kreger, but keep Rick Reed and Erik Bomireto. Scott's address is the Pompano Rd address. No major changes since
2013 renewal package. Most of their activities are inside. Have loading and unloading that is exposed but areas are
contained and materials collected and go to treatment. Detention pond captures all site runoff. They release within
24 hrs after a rain event. Before release they have a check list they go through, look for sheen, particulates, etc.
Pond completely drains. Size storm detained — thinks they probably capture 95% of storms. If there is a large storm
it could overflow or they may release during the storm. Contract with a 3rd party lab to collect samples. Coordinate
before event when they are up for a monitoring event. Asked about recommendations from CMSWS Jan 2018
letter. They did evaluate and did clean up around the site. Pond — they try and keep the pond cleaned out regularly.
Facility submitted owner change 7/17/2018. Will become effective 8/15/2018. Emailed Scott Madix and we will
hold off on issuing permit until then to avoid having to reissue to the new owner.
• Facility drains to Stewart Creek in the Catawba River Basin, a class C stream. 2014 Assessment Report 11-137-1-2
shows no impairment of concern for this facility in this area. Statewide Hg listing, but this facility does not appear to
be potential source in these problems.
• NC National Heritage review — NHP report shows no aquatic resources of concern.
• MRO — Draft permit to permittee, Regional Office and Charlotte -Mecklenburg Stormwater Services on June 11, 2018.
Region and CMSWS okay with permit renewal. MRO — email from James Moore on 6/28/2018.
