It was submitted by my colleague, Anna Stuart Lambert, and authorized by the Corps and DEQ last December. The project is a wreck and rebuild of the TI -82. When the project was submitted, the design was thought to be complete, but as it turns out, Dominion has had to modify some of the structure locations. This modification will cause a slight increase temporary impacts, changes to locations of a few permanent impacts but no change to permanent impact totals, and an increase in the limits of disturbance. Please find the link below to the originally submitted impacts maps and table, and the recently updated impacts maps and table for the Voice of America project in Beaufort and Martin Counties. The original application was submitted with the belief that the structure locations reflected final engineering design, when in fact, the final design had not yet been completed and reviewed for feasibility. This oversight was the result of understaffing within our client's engineering department. The updates to some structure locations have caused an increase in the Limits of Disturbance, and temporary wetland and stream impacts from the use of timber mats. Permanent wetland impacts have decreased slightly (0.0041 acre to 0.0038 acre) but the permitted total will remain the same, 0.004 acre. All engineering methods and erosion and sediment control methods initially detailed in the permit application will remain the same. The new E&S maps were recently submitted to NC DEQfor approval, and the SWPPP will be modified accordingly. The permanent impact from each structure is 3.14 square feet. In the JPA it is stated that the permanent impacts totaled 358.14 square feet and 0.004 acre. These numbers do not match up. 0.004 acre is correct, but the square footage was accidently doubled due to a GIS user error. The NWP-12 also permitted 358.14 square feet and 0.004 acre of permanent wetland impacts, so the discrepancy was never caught by RES, the Corps, or DEQ. The updated versions of the maps and tables accurately call out permanent impacts as 166.50 square feet and 0.003816 acre.
