HI Clement:
I have spoken with the Division's Compliance staff regarding Condition #8,
The concerns is the long term stability of that channel and any proposed structures that may be installed.
From this point forward, this Office will need:
• reference reach data for the proposed restoration
• a restoration plan for the channel with appropriate, supporting, site specific data
The ARO will review these and will develop appropriate approvals (letter format) referencing the issued Water Quality
Certification.

I'll call you in a few minutes to discuss. Because the Corps is requiring work to be done In that section to improve habitat
and stabilize areas. That's in addition to 678 linear feet of mitigation using EEP for the scour area below the dam.

Was speaking to Ian this morning and reading Balsam's 401 issued in December of 2008.
Was just trying to make sure it was understood that, as stated in condition #8, no instream structures were authorized
in the scoured stream channel below the failed dam.
