REGAN Secretary LINDA CULPEPPER Interim Director Subject: Non -Discharge Permit Inspection Recycle System - Permit #WQ0036676 Blue Dot Readi-Mix — Exchange Street Facility Mecklenburg County Mooresville Regional Office (MRO) staff conducted a compliance inspection on June 14tH 2018 at the referenced facility. The recycle system appeared to be operating in accordance with permit conditions at the time of inspection. Items noted during the previous inspection have been adequately addressed: the aggregate reclaimer, although currently not utilized, was repaired, and on-site operational logs and maintenance records are now well documented. This permit is currently in the renewal process with our Central Office permitting staff. You may contact Emily. Gercke(a)_ncdenr.com with questions related to the renewal. The MRO would like to thank you and Mr. Ronnie Vickerstaff for your time during the site visit. The attached report should be self-explanatory; however, you may contact Maria Schutte by phone (704-235-2184) or email (maria.schutte(c_ncdenr.gov) with questions. MRO staff met with Glen De Lozier and Ronnie Vickerstaff. Records show much improvement from previous inspections. Daily records now document #of trucks washed and a separate maintenance log is now available on-site. Aggregate hauling records are maintained in the Mint Hill office, but 2018 data was received by email shortly after the inspection. The recycle system appears to function well, the final water is surprisingly clear as the bag filtration for this system does an excellent job removing fines. A make -shift holding area for storage of concrete residuals removed from the wash basins, appears to adequately retain the wet aggregate material until hauled for proper disposal; however, more frequent hauling may be necessary as production increases. • The permit renewal is in process as noted in the cover letter. • The MRO should be informed of any changes to the contact information noted above. Y Do all treatment units appear to be operational? If no, note below. Comment: The agate reclaimer was repaired since the last inspection, but currently is not beim utilized. Truck Wash (Concrete Slurry) Settling Chambers (check any/all that apply) Y Influent structure (free of obstructions) N Baffles/curtains (in need of repair) Y Freeboard maintained; System designis for over -flow to next basins. Freeboard maintenance should not be an issue. N Evidence of overflow Y Unusual color (very black, textile colors); Slurry is color of the concrete washed into the system. N Foam (are antifoam agents used) N Excessive solids buildup (from bottom); The tank bottom is not visible through the slurry; however, solids from the settling chambers are removed, partially air-dried and stored until hauled. Heavy material is removed with manually operated equipment. The aggregate reclaimer is not currently utilized, but this does not affect the water recycle system. The slurry (fines) are processed through the filter bag apparatus, resulting in a clear make-up water as previously noted in the "Inspection Summary" on page 1.
