Heinitsh, Jr. Lake Toxaway Co 4366 W Club Blvd Lake Toxaway, NC 28747 SUBJECT: Compliance Inspection Report Lake Toxaway Country Club Non-discharge Permit No. WQ0000731 Transylvania County Dear Permittee: The North Carolina Division of Water Resources conducted an inspection of the Lake Toxaway Country Club on 7/06/2018. This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in Non-discharge Permit No. WQ0000731. The findings and comments noted during this inspection are provided in the enclosed copy of the inspection report entitled "Compliance Inspection Report". Based on the wet weather pond evaluation (as required by permit condition I.1.) performed by Anchor QEA, it appears that the pond volumes, as given in the permit, are incorrect. If you prefer, you can request a permit correction to modify the facility description so that the pond volumes are correct. Or, this correction can be noted and changed at the next permit renewal. In addition, the evaluation recommended that the ponds be relined. You should submit as-built drawings/specifications after installation of the new liners. And finally, based on the 02T Regulations, the water balance, available acreage and a history of successfully managing the irrigation system, the Central Office and the Asheville Regional Office conclude Lake Toxaway can proceed with managing and maintaining the ponds without the need for additional storage. Gary Norton, Scott McCall, Wyatt Edsel and Steven Walls were present and assisted with the inspection. Anchor QEA of North Carolina submitted the wet weather storage pond evaluation on June 18, 2018 as required by permit condition I.1. An extension request for submitting any plans for modifications to the ponds until December 31, 2018, was approved by the North Carolina Department of Environmental Quality (DEQ). The evaluation showed the following: 1.The 5-day pond provides 39,789 gallons of storage and the irrigation pond provides 165,013 gallons of storage. (Both volumes differ from what is given in the current permit) 2.Both ponds should be relined. 3.The water balance, available acreage and a history of successfully managing the irrigation system, indicated that the current pond volume is adequate. The permittee is considering adding SCADA for all lift stations. Reclaimed irrigation equipment was calibrated March 2, 2018 by Steven Walls. The ORC is using MLSS for process control. Alarms at the EQ basin were operable. The April 2018 NDMR was compared to laboratory sheets for accuracy. The grease trap at the clubhouse is pumped twice per year by Valley Proteins. Automatically activated standby power is not available at this site. Generators would need to be brought in to the site in case of a power outage. The permittee should consider providing automatically activated standby power. Operation and Maintenance Issues: 1. An operation and maintenance plan shall be developed, implemented and maintained. See Permit condition III. 2. a.-e. for specific requirements. The Spill Control Plan needs to be added to the Operation & Maintenance Plan. 2. The Residuals Management Plan needs to be maintained. See Permit Condition III.19. & IV.7. for specifics. 3. The grass on the slope of ponds needs to be cut to allow for easier inspection of the dams. 4. The irrigation pond contains grass/soil that has sloughed from the bank into the pond. The material will be removed when the pond is relined. The top of the dam has a good and well maintained stand of grass. The grass on the slope of the dam should be cut to allow for easier inspection. The pond was empty; no solids were observed in the pond. The Anchor QEA of North Carolina report (evaluation of wet weather storage capacity as required by permit condition I.1.) dated June 18, 2018 indicates the liner of the pond should be replaced. The evaluation also shows that the volume as given in the permit is incorrect. The volume of the pond is 39,789 gallons.
