HOUSTON Cc: rwargo@schnabel-eng.com Subject: Re: [External] Fwd: RE: Cove City Stormwater Permit Renewal Tom, Thanks for talking with me yesterday. I'm sorry I missed the time and got to you late. I promised that I'd get you guys an email with information I'm interested in for the renewal so here it is. Please pass this along to Greg since I didnt find an email for him. One thing that I need to mention is that your facility actually has two stromwater permits from our Department and they both have renewals ongoing right now, so it may be a little confusing. I'll try and explain in the points below. • You have two separate permits. One is a federally required permit under the NPDES programs - NCS000456. That is the permit that I'm working on redrafting. You are covered here because of the industrial activity at your site. • Second permit is a state required permit under our Post -Construction Stormwater Program. This one is required because of the potential impact of stormwater runoff from the developed area on your site. You are located in the 20 coastal counties and this area has the state stormwater post -construction program to protect sensitive coastal resources. The permit number here is SW7040514 and it was issued when you had deveolpment activity in the past. Your contacts for this will be staff in our Washington Regional Office. It appears that you have already heard from them about the renewal and a need for an engineer's certification for the pond you have onsite. Continue to work with them on the process. I can get you a contact person if you need it. You will need to work with them to get the ownership changed on the permit also. • The rest of the points here will relate to the NCS000456 permit that I am working on: • We will need to get the ownership change addressed for the facility to get the permit renewed to the correct owner. I sent a link with an online process for for the owner change for the NCS permit earlier. Let me know if you need it again. • I'd like to have information about your industrial process and whether any things have changed at the facility since the renewal request was submitted in 2013. If you don't have a copy of the renewal Cove City sent let me know and I'll scan it in and send it to you. In terms of changes, please let me know about any process changes, any changes to the treatment materials you use and any potential pollutant parameters that we should be aware of. Also, if there have been any facility changes - new construction, etc. I think someone mentioned a new micronized cooper process? The parameters that you currently monitor for are: BOD, COD, TSS, Oil and Grease, Cu, Cr, Ar, TN, TP and pH. I think I read you the wrong list of parameters in our call yesterday. • Please provide an updated site map showing the location of industrial activities, drainage areas, outfalls, buildings, impervious area, stormwater BMPs etc. • We'd like to get an updated summary of your analytical data from your monitoring efforts since the previous renewal application - 2014 through 2017. • EPA passed rules a few years ago requiring electronic reporting of monitoring data. We are working to get our system to handle this, so hard copy DMRs are still required right now. We are collecting info to help us as we move toward electronic reporting. So, we will need to get accurate locations (latitude and longitude) for all of your outfall points. • With the ownership change we will also need to get updated information for all of the contact information we have in our system for your facility. I have attached a file with what we currently have. • Please provide other information that you think will be helpful in the review for renewal. After you take a look at this let me know if you have questions and want to talk. Thanks for your help. This pond was put in over 10 years ago. What do you think the best way to go about getting a designer's certification would be? Could we just have it certified by an engineer? I have attached the original permit application from 2004 as well as the letter from NC DEQ. Please let me know how you think we should proceed.
