I did work for Cox prior to the purchase but just not directly with this facility because I was assigned to the South Carolina facilities. If you have contact information for Jane House (Cox/Koppers EHS) she may be able to explain more about what happened at Cove City prior to this year. My understanding from talking to her earlier this year is that the Cove City or the Ramseur facilities never received the 2014 -present SW permits from the state. As far as what we (Culpeper) are doing now to resolve the exceeded benchmark samples, we are in the process of working on surfacing a major part of the yard with asphalt, which should help with TSS as well as better house keeping practices which should help Cu. The Cove City facility is also under new management as of a few months ago and he is very familiar with this facility as well as the environmental aspects of this particular facility due to managing it some years ago. I have been looking through the information and working on a draft for the Cove City facility. From the data review TSS and Cu have been consistently over the benchmark for the last few years. Has the facility taken any actions under the tier response process in the permit to try and address these issues? Over the same period the values for Arsenic and Chromium seem to have also gone up (though not over the benchmark). Have there been any changes that could account for this? One other note, under the permit when you exceed benchmarks two consecutive times you should have moved into monthly monitoring to assess the issues and make adjustments. It doesn't appear that this was done unless all the monitoring data wasn't submitted.
