Sincerely, Gene Reed WWTP/ Collection System ORC TOWN OF WILLIAMSTON WASTEWATER TREATMENT FACILITY COLLECTION SYSTEM ANNUAL PERFORMANCE REPORT 2017-2018 2 JULY 2018 General Information Facility/System Name:Town of Williamston Address:P.O.Box 506 Williamston,NC 27892 Responsible Entity:Brent Kanipe,Interim Town Administrator Kerry Spivey,Public Works Director Person in Charge/Contact:Gene Reed Applicable Permits:NPDES Permit# NC0020044 Collection System Permit# WQCS00090 This report is being provided to Town of Williamston customers in order to inform you about the operational performance of the Town of Williamston sewer system.House Bill 1160,the Clean Water Act of 1999,as ratified by the North Carolina General Assembly on July 20th and signed into law by the Governor On July 21S`,1999 requires that a report be provided to customers and the North Carolina Department of Environmental Quality that summarizes performance over a twelve month period. The Town of Williamston collection system consists of approximately sixty five miles of primarily gravity flow sewer mains,thirteen pumping stations and associated service laterals.This system conveys untreated wastewater to a 2.0 mgd activated sludge wastewater treatment system designed to remove some eighty- five percent of pollutants by means of biological treatment.Treated effluent is discharged from this point into the Roanoke River. 2017/2018 Performance Summary Exceeding the limitations placed on the wastewater treatment facilities by regulatory authority results in the system being considered non-compliant.This type of occurrence is generally followed by issuance of a Notice of Violation by the regulatory authority(N.C.DEQ/Water Resources),and possibly a civil penalty. In the past year there were no conditions in which the wastewater treatment facility would be considered non-compliant. *It may also be considered a matter of non-compliance when a wastewater spill occurs from a component of the sewer collection system.There was one Sanitary Sewer Overflow of approximately 2000 gallons on December 27,2017.The spill was located at 707 West Main Street here in Williamston,N.C. The cause of the spill was grease buildup in the Sanitary Sewer Lines upstream of that location.The line was cleared and flow restored to normal within 30 minutes.Details were recorded and reported to the N.C.DEQ/Water Resources Washington Regional Office as required.The N.C.DEQ Washington Regional office issued a Notice of Violation(#NOV-2017-DV-0320)for this overflow.No Civil Penalties were levied against the Town of Williamston for this overflow. The Town of Williamston encourages customers to avoid washing cooking fats,oils and grease used in the home down the drain as this contributes to sewer blockages that can result in spills from the sewer system. The Town of Williamston has a grease trap inspection program in place to allow us to monitor and inspect local businesses in an effort to guard against the possible discharge of untreated wastewater as a result of excessive oil/grease from those locations.There is no such program in place for the Town's residential customers so therefore it must rely on the goodwill and cooperation of it's citizens to help control the disposal of fats,oils and grease in the sewer collection system. Where spills are concerned,the Town of Williamston Public Works Department continues to make every effort to make necessary repairs as quickly as possible upon learning of such occurrences.Assistance received from the public in learning of any occurrences of this type is much appreciated. The Town of Williamston makes every effort to ensure that the Wastewater Treatment Facility and the Collection System are operated and maintained in a manner that meets or exceeds all applicable local,state and federal requirements. The following chart indicates limitations that may have been violated at the Waste Water Treatment Plant or in the Sewer Collections System and the month of any such occurrence.
