9. PROJECT DESCRIPTION:
The project site is located at 8416 Bald Eagle Lane, adjacent to Middle Sound and the Atlantic
Intracoastal Waterway (AIWW). The site is located in an area known as "Porters Neck" in Wilmington,
New Hanover County. To locate the property from the WiRO travel north on Market Street/US 17 Bus
N for approximately 5.3 miles. Turn right onto Porters Neck Road and continue straight through the first
roundabout. Take a slight right to stay on Porters Neck Road and travel approximately 1.4 miles. Turn
left on Bald Eagle Lane and travel 0.3 miles. The project site will be located on the right-hand side of
the street.
The project site is a residential lot with 117' of shoreline frontage along the AIWW and Middle Sound.
The lot averages 15 ft. above mean sea level. The property's shoreline is stabilized by bulkhead, which
was authorized under GP 70866D in April of 2018 and is currently under construction. There is also a
residential docking facility that was authorized under State Permit No. 36-06 on March 20, 2006. The
existing docking facility consists of a 125 ft long by 6 ft. wide pier, a 16 ft. long by 16 ft. wide fixed
gazebo and a 38 ft. long by 6 ft. wide floating dock extending into the AIWW. The property is currently
undeveloped and vegetation consists of lawn grasses and landscape shrubs. There are no coastal
wetlands adjacent to the shoreline and Normal High water is at the existing bulkhead. The shorelines to
the north and south have been stabilized with bulkheads and are developed with single-family residences
and docking facilities.
The New Hanover County Land Use Plan classifies the adjacent waters as Conservation, and the
adjacent high ground portion of the project area as ConservationlResidential. The waters of the AIWW,
in the vicinity of the project site, are classified SA-ORW by the N.C. Division of Water Resources. They
ARE designated as a Primary Nursery Area by the N.C. Division of Marine Fisheries. They are OPEN
to the harvest of shellfish.
10. PROPOSED PROJECT
The applicant proposes to construct a new single-family home and pool. According to the application a
new single-family residence approximately 70 ft. in length by 66 ft. in width, a pervious driveway, an
attached garage, covered porches, an open terrace, a swimming pool area are proposed along with
associated grading. The two-story home would have a septic system for wastewater disposal. According
to the application package, approximately 8,590 sq. ft. (24.6%) of impervious surface would cover the
property, all of which would be located within the 575 ft. ORW Coastal Shoreline Area of
Environmental Concern (AEC). All proposed upland development would be located landward of the
Coastal Shoreline 30 ft. buffer (see Sheet Cl).
11. ANTICIPATED IMPACTS
The proposed upland development for the single-family residence would disturb approximately 34,900
sq. ft. of high round, of which approximately 24.6% would be covered by built upon area within the 575
ft. Coastal Shoreline/ORW AEC. No structures would encroach into the 30 ft. Coastal Shoreline Buffer.

In addition to this completed application form, (MP -1) the following items below, if applicable, must be submitted in order for the application
package to be complete. Items (a) — (0 are always applicable to any major development application. Please consult the application
instruction booklet on how to properly prepare the required items below.
