This location is part of my family farm. I currently have three temporary renters along the river. I have a 28 x 28 garage built of right side of property and just moved in new house in December of 2017 which is located to the left of garage building. Approximate location of new house is on picture of property. 1 have over 550 feet of water front property and have spent a large amount of money on bulkheads to protect the Chowan River. I'm am the third generation to own this property and plan to divide it between my two sons upon our deaths. My hope is that it will stay in our family for many years to come. I would like to build a pier approximately 90 feet long with a 16 x 16 deck at the end. I would like two poles at the end of pier and two more beside the pier to tie a boat during the day. I would like four more poles between the 16 x 16 deck back towards the shore to dock a second boat. I would like a lift (PWC) attached to pier for Jet Ski. PROJECT SUMMARY: Proposed development will include a private pier and docking facility that will include a 68' x 6' pier, a 30' x 14' boathouse with a boatlift, a 16' x 16' platform with a 4' x 16' stepdown, seven tie pilings for two boat slips, and a PWC lift. Andy Hare Field Investigation Report Page 2 Proiect Setting The applicant's project site is located on Gilbert's Beach Road, adjacent to the Chowan River in Tyner, Chowan County. The property consists of 17.14 acres, with 553.5' fronting on the Chowan River. Located on the property are five dwelling structures, seven out building, and three existing piers. Mr. Hare's property is bisected by Gilberts Beach Road, a private dirt road. All residential structures are located on the west side (riverside) of the road. The east side of the road is farm land, with 12 acres currently in crops. Gilberts Beach is a 7 -lot private family subdivision with lots ranging from 2.33 acres to 17.34 acres. Dwellings on the applicant's property are rented apart from the applicant's residence that was constructed in 2017. Existing piers on the property include a 16'x 6' pier (96sf) behind the southernmost dwelling, a second pier is located 373' north (also behind a dwelling) that consists of a 77' x 4' pier with a 211 s platform (519sf) and a total length of -102'. The final (existing) pier is located on the north end of the property behind a third dwelling that is 32' x 4' (128sf). The total area of open water shaded by existing piers is 743sf. There are no formal mooring slips associated with the existing piers. Vegetation on the property is primarily crop land, with domestic grass and ornamentals on the west side of the road around the dwellings. Elevation of the property is an average of 14' above normal water level (NWL). Water depths range from -1' at the shoreline to -4.5' 84' offshore. The Chowan River, adjacent to the project site is not shown as a known submerged aquatic habitat, and no vegetation was found within the proposed work area. The waters within Chowan River adjacent to the applicant's property are "Joint", and as such are classified as Estuarine Waters. The closest known historic sites (CO 0315 and CO 1003) are documented as being .84 to .91 miles from the applicant's property along Dillard's Mill Road. There are no known geologic formations or archaeological sites associated with the applicant's property. Development Proposal Applicant Andy Hare is requesting a permit to construct a private pier and docking facility behind his residence in Tyner, North Carolina, on the Chowan River. The proposed development will include the following: Open Water (EW and PTA): Pier: 68' x 6' = 408sf Platform: 16'x 16' = 256sf Stepdown: 4'x 16'= 64sf Boathouse: 30'x 14'= 420sf PWC Lift: 7'x 4' = 28sf 1,176sf (7) tie pilings High Ground: Pier Access: 17'x 6' = 102sf Total Impacts = 1,278sf Vk Andy Hare Field Investigation Report Page 3 Anticipated Impacts 1) Approximately 1,278sf of shading. 2) Total area of shading from existing and proposed structure will be 1,919af of open water, and 102sf of high ground. 3) Approximately 480sf of open water will be captured by the two proposed private boat slips. 4) Temporary localized turbidity of adjacent waters during installation of the tie pilings. 5) Treated wood leaches over time in surrounding waters and sediment. The amount of leaching is dependent on the type of organic material present in the water bottom substrate, oxygen levels and water movement; however, it is estimated that 90% of the leaching will occur within the first 90 days.
