Box 3136 Greensboro,NC 27402-3136 RECEIVE®/DENRIDWR JUL 1 0 2018 SUBJECT: Compliance Evaluation Inspection N.L.Mitchell WTP Discharge—City of Greensboro Water Resources NPDES Permit No.NC0081426 Permitting Section Guilford County Dear Mr. Drew: On June 25, 2018, Jenny Graznak and Kelli Park of this office met with Larry Nance,Earl Green,Ali Khan, and Dell Harney to perform a Compliance Evaluation Inspection on the permitted wastewater discharge from the N.L. Mitchell Water Treatment Plant. The inspection findings are detailed below and an inspection checklist is attached. 1.Permit The current permit became effective April 24,2017 and will expire June 30,2021.A copy of the permit was available for review during the inspection. 2. Self-Monitoring Program Due to the ongoing construction at this facility, all wastewater has been routed to sanitary sewer since 2015. The facility still completes discharge monitoring reports (DMRs)with no data. 3. Flow Measurement The permit requires continuous flow recording and annual calibration of the flow measuring device. When discharging,the daily effluent flow values reported on the DMRs are measured using an in-line totalizing meter on the decant line. This meter is typically calibrated every six months by City staff. 4. Operations and Maintenance The Operator in Responsible Charge (ORC) for this facility is Larry Nance. Construction is currently underway at the Mitchell WTP to upgrade the water treatment facility. The facility plans to start discharging wastewater again within the next 6 months. 5. Facility Site Review The treatment components for the filter backwash wastewater treatment system consist of the following: a transfer basin with three pumps, dechlorination with calcium thiosulfate,a single settling basin with four floating decanters and a water spray pump for chlorine dissipation, in-line totalizing flow meter, and effluent discharge line. <:->"-Nothing Compares .
