This type of inspection consists of two basic parts: an in-office file review and an on-site inspection of the treatment facility. The attached EPA inspection form notes the areas that were evaluated for this inspection. The findings and observations are outlined below: I. Permit The new NPDES permit became effective May 1, 2017 and expires March 31, 2021. A copy of the permit was available during the inspection.an II. Self-Monitoring Program Monthly self-monitoring reports (DMRs) were reviewed for the period January 2017 through December 2017. All monitoring was performed at the frequencies specified in the permit. The facility was in consistent compliance with all parameters, except for one small ammonia violation in April. III. Flow Measurement The plant flow is metered by an ISCO 3010 unit. The values are reported on the DMR. The meter was calibrated on July 29, 2017 by Johnston Inc. IV. Sludge Handling and Disposal • The sludge handling and disposal is performed by the Town. Grade A residuals are generated. Operations and Maintenance No concerns were noted with respect to the operation and maintenance of the facility. Mr. Broschinski and the WWTP staff do aan excellent job in maintaining the existing equipment in working condition. VI. Facility Site Review The VVWTP facility consists of the following: mechanical screening, influent pump station, aerated grit removal, dual oxidation ditches, dual secondary clarifiers, UV disinfection, deep bed tertiary filters, and cascade aeration of the effluent. VII. Records/Reports All monitoring and laboratory records are maintained as specified by the permit. VIII. Effluent/Receiving Waters The effluent to the South Fork New River, a class C+waters in the New River Basin was crystal clear, with no odor, and no solids. The WWTP staff appears to be doing an excellent job with respect to the operation and maintenance of the Town of Boone Wastewater Treatment Plant.
