On June 22, 2018 1 visited this site for an NOI inspection. I met with Roger Edwards on site. During the inspection, the
following items were noted:
1) The locations marked as Outfalls 1-5 only represent stormwater that is collected in the drainage swales along
the perimeter, and not the storm drains on site. Based on infrastructure maps provided by Mr. Edwards and
observations during the inspection, there are an estimated 25 drop/curb inlets throughout the facility for
stormwater that would discharge directly into the French Broad River without being monitored. Mr. Edwards
has indicated that he is going to look into the possibility of alternative sampling locations.
2) The site is currently covered under NCGNE0099. This site is not in compliance with their current NEC. Also, I
would question the possibility of this facility to be covered under NEC at all.
It is my recommendation that this facility NOT be given coverage under NCG110158 as proposed in the NOI until the
above items are addressed. (Pictures available if needed)
