REGAN Secretary LINDA CULPEPPER Interim Director Subject: Attachment A Certification Permit No. WQ0038087 Terra Renewal RLAP Wilkes County In accordance with your permit modification request received May 10, 2018, we are forwarding herewith a modified Attachment A certified June 29, 2018, to Terra Renewal Services, Inc. for the subject residuals program. This certification is being issued to modify Attachment A by: • Addition of 2,000 dry tons per year of residuals from River Valley Animal Foods, Harmony, NC (NC0005126) in Iredell County. • Reduction of 1,248 dry tons per year of residuals from the Tyson Farms Wilkesboro facility in Wilkes County. • Reduction of 8 dry tons per year of residuals from the House of Raeford Mocksville facility in Davie County. • Reduction of 14 dry tons per year of residuals from the AdvancePierre Foods Claremont facility in Catawba County. • Increase of 120 dry tons per year of residuals from the Hunter Farms High Point facility in Guilford County. This modified Attachment A shall be effective from the date of certification until January 31, 2021 (i.e., expiration date of the current permit), shall void Attachment A of Permit No. WQ0038087 issued February 12, 2016, and shall be subject to the conditions and limitations as specified therein, as well as those specified in the above -referenced permit. Please replace Attachment A of Permit No. WQ0038087 that was issued February 12, 2016 with this modified Attachment A. Please note that the Permittee has stated he will be applying for an increase in acreage soon for this increased tonnage of residuals. This request shall be in the form of a written petition, conforming to Chapter 150B of the North Carolina General Statutes and filed with the Office of Administrative Hearings at 6714 Mail Service Center, Raleigh, North Carolina 27699-6714. Unless such demands are made, this permit shall be final and binding. The annual report shall include an explanation for missing sampling data. Those required to submit the annual report to EPA may be required to make up the missed sampling, contact the EPA for additional information and clarification.
