William Waddell Bulkhead Repair/Replacement Page 2 9. PROJECT DESCRIPTION: The project site is located at 14 Windward Court on Bald Head Island. From the ferry terminal, travel south to the intersection of Marina Wynd and N. Bald Head Wynd and turn left on Keelson Row. Travel Approximately 0.26 miles and turn right onto Windward Court. The subject property will be located on the left at the end of Windward Court. The property is bordered by residential lots to the north and west and east and by Bald Head Creek to the south. Bald Head Island is part of an island group known as Smith Island, located at the confluence of the Cape Fear River and Atlantic Ocean between Fort Fisher and Oak Island/Caswell Beach in Brunswick County. The island is accessed by private boat or a private ferry service from Southport. The project area is located within Bald Head Creek in the northwestern part of the island and encompasses approximately 97 linear ft. of shoreline. Adjacent vegetation that exists in the creek consists primarily of Smooth Cord Grass (Spartina alterniora). Water depths within the project area range from -0 ft. to -4.5 ft at Normal Low Water (NLW). The project area is located within the Estuarine Shoreline, Estuarine Water and Public Trust Areas of Environmental Concern (AECs). The property consists of a 3200 sq. ft. tract which is elevated approximately 7 ft. above NHW. The vegetated portion of the tract consists primarily of upland vegetation and ornamental grasses. The entire shoreline has been stabilized with a bulkhead and associated rip rap that meets NHW. The upland area above the existing bulkhead is occupied by a single-family residence and associated crofter. The Village of Bald Head Island Land Use Plan classifies adjacent waters as Conservation, and the adjacent high ground portion of the project area as Low Density Residential. The waters of Bald Head Creek are classified as SA/HQW by the North Carolina Division of Water Resources. The waters are not designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries. They are OPEN to the harvesting of shellfish. PROPOSED PROJECT: The applicant proposes to replace an existing bulkhead, add a walkway and place rip rap below Normal High Water (NHW) along 87 linear ft. of shoreline adjacent to Bald Head Creek. According to the applicant the existing timber bulkheads is failing and existing rip rap is currently supporting the wall. The application states that the eastern section of bulkhead, measuring 55 linear ft., would be replaced 5 ft. waterward of the existing wall due to constraints with the existing rock. Additional rip rap would be placed waterward of this section of bulkhead extending 5 additional ft. towards Bald Head Creek for a total of 10 ft. of impact below NHW. The applicant has also proposed a walkway landward of the eastern bulkhead measuring 55 ft. long by 5 ft. wide. The south bulkhead extends 32 ft. and would be replaced with a new wall 2 ft. waterward of the existing footprint. Additional rip rap would also be placed waterward of this section of bulkhead extending an additional 5 ft. waterward for a total of 7 ft. of impact below NHW (see Sheets C1 and C3). The application states that all work would be done from the waterward side of the wall to ensure that the site remains stable (see Narrative). 10. ANTICIPATED EWPACTS The proposed bulkhead replacement and rip rap placement and would result in the filling of 859 sq. ft. of open water. The proposed walkway along the eastern bulkhead, the backfill of the bulkhead and installation of the associated tieback system would result in approximately 1,940 square feet of high ground disturbance. Submitted by: Tara MacPherson Date: 6/20/2018 Office: Wilmington Bruce Marek, P.E. 5489 Eastwind Rd Wilmington, NC 28403 marekyd@ec.rr.com 910-799-9245 November 24, 2014 Re: CAMA Major Permit Request Narrative: Bulkhead Repair/Replacement for Dr. Bill Waddell's residence at 14 Windward Ct, Bald Head Island, NC (Harbour Village Lot #14) The Bald Head Creek bulkhead at Dr. Bill Waddell's residence, 14 Windward Court, Bald Head Island is in need of repair/replacement due to age and continued destabilizing effects of recent shoreline erosion. See drawing C1, seal dated 11-24-14. Portions of the eastern timber bulkhead are especially in need of replacement, as there are cracked piles, separated buttresses and bulging sloppy vee sheet pile. The bulkhead itself is approaching thirty years of age, but more importantly the creek bed erosion has reduced the load capacity of his wall. While situations like this have generally been permitted as a CAMA Repair Exemption or a CAMA General Permit, safety concerns of the Contractor have raised this to a level of CAMA Major Permit. The existing riprap does not allow us to construct a new bulkhead within 2 feet waterward of the existing sheet pile, and removing the support provided by the existing riprap to meet the 2' offset would likely cause the existing wall to collapse. We need the greater latitude of the 4 ft average offset allowed by a Major Permit to safely accomplish rebuilding the wall for shoreline stabilization, by adding barge based piles driven outside the toe of the existing riprap, and then working landward with walers and sheet pile. From the photos on drawing C 1, you can see that the yard is not easily accessible to use land based heavy machinery, and the soil overburden of such equipment would also likely cause the existing wall to blow out. The project scope is for repair/replacement of the entire 55 foot of the east bulkhead and 32 ft of the south bulkhead, as well as riprap for the entire 87'+/- of length. The bulkhead detail(s) are similar to the bulkhead repairs/replacement done in 2010 next door at 15 & 16 Windward Court, owned by Mr. M. Kent Mitchell. Mr. Mitcell has waived the 15' riparian access, and has suggested the wood walkway that I am showing as a design option. As the walkway will add to project expense, we will limit it to along the east bulkhead. My typical bulkhead detail indicates a three waler design, but depending on the depth to mudline at time of construction, it may need to be a 4 waler design. While the drawing indicates sloppy vee sheeting, this is a cost dependent project, so we would like the option of using vinyl or f p sheet pile, with the appropriate changes in structural details, if either of those look like they will be less expensive. I have also noted that optional tiebacks can be added after the new buttresses are in place, hand dug, and meeting the building code minimum distance back of 2 x the distance from grade to point of mudline/riprap support.
