The Site is mostly comprised of a large agricultural field. Three separate houses on the Site with several
outbuildings are located along the eastern Lake Wheeler Road portion. Wooded areas composed of mixed pine
and hardwood species are located along the western edge and northeast corner of the Site. Approximately 13
acres of the Site is forested.

The purpose of the proposed project is to construct a residential subdivision and associated utilities to meet the
demand in this area of Wake County.

The overall project is a 44 -lot single-family residential subdivision with residential streets and utilities that will
connect to eiasting adjacent streets and utilities. The proposed impacts result from the construction of a
stormwater wetland BMP located further up the drainage from an eAsting culverted utility crossing. Heavy
equipment typically used for utility installation projects (e.g. back hoes, bull -dozers, etc) will be utilized.

A wetland and stream delineation was completed in 2017 and the delineation approved by Mr. James Lastinger of the USACE during a field
visit. A preliminary jurisdictional determination (SAW -2017-01069) was issued on August 16, 2017. The determinations made by Mr.
Lastinger are reflected on the attached impact maps. A buffer determination letter (NCDWR project RRO #17-128) was issued by Mr. Rick
Trone of the NCDWR on May 12, 2017.

The 10 LF impact results from the widening of shoulders along Lake Wheeler Road which is needed to comply with
current design standards. The stream being impacted is a straightened but naturalized ditch. Impact S1 will be
required for construction during the replacement of the eAsting pipe. Impact S2 will be permanent in order to
lengthen the culvert to increase the shoulder width and comply with current roadway standards. Since the total
permanent stream impact is well below 150 LF, no stream mitigation is proposed for this project.

E. Impact Justification and Mitigation
1. Avoidance and Minimization
1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project:*
Jurisdictional areas on the site were designed around to avoid unnecessary impacts. Proposed subdivision roads
were aligned so as to completely avoid impacts. Lot layouts were reconfigured to require less wetland fill than
originally proposed. Stormwater BMPs were located on the site so as to provide hydrologic input into the
jurisdictional wetland areas while avoiding permanent impacts.
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques:*
General techniques include the use of construction fencing to define the construction corridor and prevent any
accidental additional impacts. Silt fencing and temporary basins will also be used to prevent sediment runoff into
the streams and wetlands.

Records check at the State Historic Preservation Office or the Office of State Archeology was not performed. The
HPOWEB GIS mapping service was accessed on December 21, 2017. One DOE Boundary (Determined Eligible
Historic District listing), The John B. Strain House, is present within the site limits. The John B. Strain House
(WA1236 & WA126) is a Mid -19th Century Greek Revival located in the southeastern corner of the site along Lake
Wheeler Road. A phase 1 archaeological survey has been completed on the site and a report has been submitted
to NCDCR. Additionally, discussions have been initiated with NCSHPO as to the fate of the John B. Strain House,
however a final resolution has not been made.
