DAVIS Meetar A North Carolina Division of Coastal Management (DCM) Fisheries Resource Specialist has reviewed the subject permit application for proposed actions that impact fish and fish habitats. The applicant proposes to construct an oyster hatchery and associated infrastructure adjacent to the Pamlico Sound at 47382 Rocky Rollinson Road in Buxton, NC. The project includes a 160'x 6' pier terminating in 12' x 32' L -head platform with 4 slips, a 53' x 6' elevated walkway over wetlands leading to a 16' x 32' covered platform on high ground with nursery tanks, an 86' x 10' gravel driveway and turnaround on high ground, a 250' x 10.5' elevated bridge over coastal wetlands to access the pier and covered platform, as well as a storage and packing building on uplands outside of the AEC. DCM fisheries and DWR conducted a site visit and SAV survey on 10/5/17 and dense beds of Ruppia maritima were found in the project area but also identified an area where little to no SAV (submerged aquatic vegetation). Recommendations for avoidance and minimization of shading impacts as well as potential prop scaring from boating access have been incorporated into the project plan. Additionally, concerns addressed in the scoping meeting over fill of coastal wetlands have been addressed by the bridging of coastal wetlands in the project application. Since recommendations and concerns have been address in the project application DCM fisheries does not believe this project would have significant adverse impacts to fisheries resources as proposed. However, due to the dense beds of SAV observed waterward of the proposed L -head platform the project should have a condition that no future dredging should occur at the project as such a request would constitute new dredging in SAV and would have a significant impact on fisheries habitat in the area.
