Dear Mr.Nickerson:
The Division of Water Resources (the Division)received your application requesting a modification to
Certificate of Coverage(COC)NCG550709.We regret to inform you that this application must be
returned.This original system services a 5-unit apartment complex with a total of 10 bedrooms(currently
permitted at< 1,000 GPD).We cannot authorize your modification request under NCG550000 because:
1. The owner stated on the application requesting the modification is not the owner associated with
the permit. A modification to an existing NPDES permit cannot be granted to a person not listed
as the owner of that permit with the Division. The required forms to transfer ownership of the
permit to the current owner can be found on the Division's website at
https://deq.nc.gov/about/divi sions/water-resources/water-quality-permitting/npdes-
wastewater/npdes-compliance-and-0.
2. Based on the number of bedrooms utilizing the wastewater treatment system,the potential
discharge volume from the treatment system is estimated at 1,200 GPD [per Section 6 of the
NCG550000 permit application and 15A NCAC 02H .0105(c)(1)].The NPDES General Permit
NCG550000 permits discharges< 1,000 GPD. Therefore, based on the potential discharge
volume, this facility is not eligible for the NPDES General Permit NCG550000. In order to
continue discharging wastewater, an application for a new Individual NPDES permit must be
submitted to the Division.The application form can be found on the Division's website at
https://deq.nc.gov/about/divisions/water-resources/water-quality-permitting/npdes-
wastewater/npdes-permitting-0.
Therefore,your application for a COC under NPDES General Permit NCG550000 is hereby returned to
