NORTH CAROLINA New Hanover County CERTIFICATION THIS CERTIFICATION is issued in conformity with the requirements of Section 401 Public Laws 92-500 and 95-217 of the United States and subject to the North Carolina Division of Environmental Management Regulations in 15 NCAC 2H, Section .0500 to New Hanover County pursuant to an application filed on the 18th day of December, 1984 to construct a sewer.._outfall. The Application provides adequate assurance that the discharge of fill material into a wetlands area adjacent to the waters of Motts Creek in conjunction with the proposed sewer outfall in New Hanover County will not result in a violation of applicable Water Quality Standards and discharge guidelines. Therefore, the State of North Carolina certifies that this activity will not violate Sections 301, 302, 303, 306, 307 of PL 92-500 and PL 95-217 if conducted in accordance with the application and conditions hereinafter set forth. Condition(s) of Certification: 1. That the activity be conducted in such a manner as to prevent significant increase in turbidity outside the area of construction or construction- related discharge (increases such that the turbidity in the Stream is 25 NTU s or less ' are not considered significant). 2. That silt screening shall be used to prevent siltation and sedimentation. Violations of any condition herein set forth shall result in revocation of this Certification. PROJECT DESCRIPTION: The project is located at the end of Canal Street (S.R. 1415) in eastern New Hanover County. The upper end of Motts Creek crosses the extension- ,of...Canal Street to -tthe There-is-a mixed high marsh community associated with the creek at this point. Several species including Scirpus sp. and Juncus romerianus are present. The stream is approximately 10' wide at the project crossing. The wetlands are approximately 150' wide at this location. There is a finger of this marsh located west of the end of Canal Street which extends to the north of the main creek. This is approximately 90' wide at the project location. The applicants propose to install a 10" wastewater outfall line across the creek and its wetlands as well as the finger of wetlands to the west of the street. Approximately 490' of 4' wide trench will be excavated to a depth of 2'-6' through the general area of the creek from manhole 100.1.4 to manhole 100.1.7. This involves approximately 240' of wetlands. The spoil from the wetlands will be contained above"the mean high water (MHW) contour in fabric spoil retention areas located adjacent to the wetlands as shown. Approximately 400 cubic yards will be excavated for the total project. Approximately 300 cubic yards of excavated material and bedding stone will be used to reclose the trench. Pile bents will be used to support the pipe in both wetland areas. The elevation of the project will be returned to marsh level in the wetlands. 10.
