8. PROJECT SUMMARY: The applicant proposes to construct a private pier and docking facility capable of
accommodating of up to three (3) vessels.

9. PROJECT DESCRIPTION
The applicant's property is located at 719 Shoreline Dr. W., adjacent to the AIWW in the town of Sunset Beach,
Brunswick County. Directions from Highway 17 south of Shallotte: Turn Left onto Seaside Rd. SW/NC-904 and
travel approximately 3.60 miles. Turn right onto Sunset Blvd N/NC -179 Bus and travel approximately 1.7 miles.
Take the 2nd exit at the traffic circle to stay on Sunset Blvd N. and turn right onto Shoreline Drive West. The
project site will be located on the left-hand side of the street.
The project site measures approximately .5 acres in area and is currently developed with a single-family
residence. The property has approximately 80 feet of shoreline frontage with an existing bulkhead and maintains
an elevation approximately 10 ft. above Normal High Water (NHW). High ground vegetation consists mainly of
hardwoods, including live oaks, which transitions to Section 404 Wetlands and Coastal Wetlands. The Coastal
Wetland area extends approximately 470 ft. waterward of the NHW mark and consists primarily of Bullrush
(Scirpus sp.), Black Needlerush (Juncus roemerianus), Spike Grass (Distichlis spicata) and Smooth Cord Grass
(Spartina alterniflora). There is a drainage way on the western side of the property and NHW extends almost to
Shoreline Drive West in this area.
The waters of the AIWW are classified SA; HQW by the Division of Water Resources and ARE designated as a
Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries. They are CLOSED to the harvest of
shellfish.
10. PROPOSED PROJECT:
The applicant proposes to construct a private pier and docking facility capable of accommodating of up to three
(3) vessels. The proposed project would consist of a pier measuring approximately 4 ft. in width by 650 ft. in
length, which would span an area of Coastal Wetlands measuring approximately 470 ft. in width. The pier would
terminate at a covered gazebo measuring approximately 10 ft. in width by 10 ft. in length (See Dock Plan 1 of 2).
A floating dock measuring approximately 6 ft. in width by 12 ft. in length is proposed to extend off the eastern
comer of the platform and run parallel to the shoreline approximately 7 ft. off the riparian corridor setback line. A
boatlift measuring 12 ft in length by 12 ft. in width is proposed off the western side of the gazebo approximately
1 ft. from the riparian corridor setback line.
According to the application, water depths in the vicinity of the proposed slips range from approximately -2.1 ft.
to -3 ft. @ Normal Low Water (NLW). NOTE: These depths have not been verified by DCM Fisheries at this
time. The proposed docking facility would extend a total distance of approximately 165 ft. into a water body
measuring approximately 575 ft. in width. As proposed, the docking facility would exceed'/4 width of the AIWW,
which is 144 ft. from the edge of wetlands, but would not exceed 1/3 of the waterbody width. The proposed
docking facility would be approximately 33 ft. from the U.S. Army Corps of Engineers 80' Federal Channel
Setback. The docking facility, as proposed, would not exceed the established pier head line.
11. ANTICIPATED IlVIPACTS
The proposed docking facility would incorporate approximately 952 sq. ft. of Estuarine and Public Trust Area and
would shade approximately 1,872 sq. ft. of Coastal Wetlands in a designated Primary Nursery Area. Minor
increases in turbidity should be expected during construction. The proposed configuration of the docking facility
would provide docking space for three (3) vessels in reported water depths ranging from approximately 2.1 ft. to 3
ft. @ NLW.

Project Narrative
A. Introduction
Southern Environmental Group, Inc. has been retained by the property owner (see Attachment 1), Fred &
Nancy Baldino (herein referred to as the "Applicant"), to secure a NC Division of Coastal Management
CAMA Major Permit, for a dock that is prosed to extend more than 400 linear feet past the normal high water
line.
B. Property Characteristics
1. Project Address: 719 Shoreline Drive West, Sunset Beach, NC (see Attachment 2)
2. Parcel IDs: 255LA012 (see Attachment 3)
3. Existing Conditions: There is an existing dwelling (approximately 3600 SF of built upon area) on the
property.
4. Wetlands and waters of the US (WOTUS): The site exhibits both US Army Corps Engineers' (USACE)
Section 404 and Section 10 wetlands and abuts the Atlantic Intercoastal Waterway (ICWW).
5. Receiving stream name and classification: This portion of the ICWW is classified as SA; HQW by the
NC Division of Water Resources.
6. Primary Nursery Area (PNA): This section of the ICWW is classified as PNA (see Attachment 4).
7. Essential Fish Habitat: The proposed work is not anticipated to impact essential fish habitat.
8. Water depths at normal low water (NLW): Water depths were taken on 12/5/17 at 3:30pm. On that day,
low tide was predicted to be at 3:46pm, with an estimated tidal coefficient of 94, producing a -0.6' NLLW
tidal height, at the Sunset Beach Bridge ICWW tidal gauge. Measurement were taken at approximately
10' intervals, extending from the NLW line waterward, and for a distance of 30 feet, where the depth was
measured at -2.4' or -3.0' taking into account the tidal coefficient (see Attachment 5).

10. Width of Waterbody: +/- 575' (see Attachment 6)
11. Substrate: The substrate, under the proposed gazebo, floating platform and boat lift, is sandy, with a thin
layer of silt.
12. Submerged Aquatic Vegetation (SAI/): No SAVs exist within the project area.
C. Proposed Work
The Applicant intends to construct a 4' wide by 650' long fixed, slatted pier, which will be elevated at least 3'
above the substrate in all areas where crossing wetlands. At the terminus of the pier will be a 10' x 10' (100 SF),
fixed, covered gazebo, wit, 1' x 12' (72 SF) floating platform that will extend off the east side of the gazebo and
will provide for loading and unloading. Lastly, a 12' x 12' boat lift will be installed to the west of the proposed
gazebo. Please refer to Attachment 6 for details). The Applicant intends to utilize the docking facility for pleasure
and private use.
The proposed structures have been positioned not to extend waterward of the designated pier head line, as
determined by Sean Farrell, or USACE Navigational Channel Setback, which is located approximately 30'
waterward of the proposed structures (see Attachment 6 for details). No part of the proposed structures will
encroach into the associated riparian corridors. Both adjacent riparian property owners have been notified of the
proposed development and each has signed the applicable waivers (see Attachment 7).

Machinery, such as a pile driver and barge will be utilized to install the necessary pilings. The barge will either be
tied to a piling or relocated when not in use. At no time will the barge be allowed to rest on the bottom or extend
waterward of the USACE navigational setback. Typical marine dock and pier material will be used to construct
the structure.
Very little land disturbing will take place with this project and no impervious surface area is being proposed.
