The inspection findings are detailed below and an inspection checklist is attached. 1.Permit The current permit became effective October 1, 2017 and will expire September 30, 2022. A copy of the permit monitoring requirements was available during the inspection. The operator should have a complete• copy of the permit. 2.Self-Monitoring Program The monthly Discharge Monitoring Reports (DMRs) were reviewed for the period January 2017 through February 2018 for this inspection. The facility was found to be compliant with permit limits during this time. It was also noted that sampling seems to have been performed per the frequencies specified in the permit. A comparison of the January 2018 DMR with the laboratory data revealed that the data from the samples collected on January 10 was incorrectly transcribed into the January 5 row.Mr.Purcell stated that he would fix the eDMR and send in a new copy. Meritech picks up the samples for TSS, Turbidity, metals, and toxicity, and chain of custody forms were available for review. Mr. Purcell measures TRC, pH, and temperature under Field Parameter Certification #5700 at the facility. 3.Flow Measurement Effluent flow is estimated based on filter backwash volumes. Mr. Purcell stated that a flow meter will be installed for the filter backwash discharge within the next year. 4. Sludge Handling and Disposal The Town of Yanceyville has a land application permit for the removal of sludge from the plant's two lagoons. Sludge records were not available during the inspection. Operations and Maintenance Inframark Water Infrastructure Operations took over operations for this facility in January 2018.Mr.Purcell is the Operator in Responsible Charge and holds Physical/Chemical Grade 1, #1005540. The Town of Yanceyville performs maintenance on the lagoons.Lagoon 001 appeared to have a high solids level.Lagoon 002 had significant floating sludge. Mr. Purcell said that they plan to have the lagoons cleaned at the end of the summer. 6.Facility Site Review The facility operates a conventional water treatment system with a discharge of filter backwash wastewater through a dual settlement lagoon system. This facility currently has a design flowrate of 1.0 MGD and a maximum,monthly average wastewater discharge of 0.0284 MGD. 7.Effluent/Receiving Waters The system discharges into Fullers Creek, a waterbody currently classified WS-III; CA waters in the Roanoke River Basin.
