REGAN Sect etary Water Resources LINDA CULPEPPER Envaiotunental Quality Interim Director April 27, 2018 Brent Edwards brent@b assfarmsaus age.coin Subject: Permit No.WQ0002004 Bass Farms Wastewater Irrigation System Nash County Dear Mr. Edwards, Staff of the NC Division of Water Resources (DWR), Water Quality Regional Operations Section inspected the subject wastewater irrigation system on April 23, 2018. I wish to thank you and Otto Deans for your help during the inspection. The purpose of the visit was to conduct a compliance inspection of the system. The permit was issued on November 1, 2013 and expires on October 31, 2018. Please begin the process of renewing the permit. The facility averages 5500 to 5800 gpd of the 8500 gpd permitted. Flow from the incoming freshwater meter is used as an estimate of flow through the wastewater treatment system. Fields 1,2, and 3 are in woods and are barely used as the ground stays wet most of the year. Fields 4 and 5 receive about 5" of the 24" permitted with a travelling gun. The pump used to operate the travelling gun stays at the side of lagoon 2. To prevent damage and theft, the piping and the gun are stored behind a locked gate after each use. About 50 lbs of the 200 lbs PAN permitted is applied to,the fields, Hay is harvested off the fields several times a year. Domestic waste produced at the facility is treated by a separate on site system. Grease is skimmed off the grease trap weekly. The grease trap is pumped out as necessary. Both pumps in the aeration basin were in working order. The aeration basin was pumped out during a plant shutdown 3 years ago and concrete was poured around the perimeter on the outside because the steel walls were failing. The pump and alarm in the pump tank were working. Effluent flows to a pump tank and is pumped to the eastern lagoon. The float, light and alarm were tested and found to be in working order. Wash water from the hog holding pen drains to a second pump station. The pump, float, and alarm were in working order. This station pumps to lagoon 1. The aerator in one lagoon was down for repair. The surface aerators are reportedly susceptible to motor damage and gearbox damage during freezing conditions in winter. Replacement With subsurface aerator or installation of a thermal overload switch may be considered to eliminate the problem in the future. The pump house between the lagoons contains 2 pumps, both in working order. The western lagoon rarely needs to be pumped. Freeboard was approximately 3 ft 10 inches in lagoon 1 and 3 ft 3 inches in lagoon 2. NDAR's and NDMR's have been submitted complete and on time. Soil samples were collected in March 2017. pH records did not indicate a need for lime. Three sprayfields are planted in trees (1, 2 and 3). Trees are periodically removed to encourage growth of grass. One field was operated and the four sprayheads were in good working order. Neither the pump nor the gun were operated during the inspection. Two monitoring wells are present and locked at the north and south end of field 3. Groundwater monitoring is not required by the current permit. The Wastewater Surface Irrigation System appears to be well maintained and in compliance with permit conditions.
