Plants Dear Mr. Skvarla: On September 30, 2014 and in accordance with the requirements of Section 130A -309.209(c) of the Coal Ash Management Act of 2014, Duke Energy submitted Drinking Water Well/Receptor Survey Reports (Surveys) for the 7 North Carolina coal ash facilities of Duke Energy Progress, Inc. During meetings held in Raleigh and Mooresville on September 4, 2014 and September 8, 2014. NCDENR representatives expressed their desire for Duke Energy to individually contact proximate property owners to obtain as much detailed information as possible concerning well locations the nature of water uses, available well construction details, and information regarding ownership of the wells. In response to your request and as stated in those Surveys, our consultant mailed water supply well survey questionnaires to property owners within a 0.5 -mile radius of each facility's ash basin compliance boundary requesting information on the presence of water supply wells and well usage for the properties. The results of the well survey questionnaires have been compiled, and Duke Energy submits the attached supplemental update to reflect information obtained from owner responses. Duke's understanding is that NCDENR will use the previously submitted Surveys and the supplemental update hereby provided to "require sampling for drinking water supply wells where data regarding groundwater quality and flow and depth in the area of any surveyed well provide a reasonable basis to predict that the quality of water from the surveyed well may be adversely impacted by constituents associated with the presence of the Impoundment.' In addition to submission of the 7 supplemental updates to NCDENR's Central Office, individual copies of plant -specific updates are also provided to the NCDENR Regional Offices corresponding to their jurisdiction. We consider the previous submittal of the Surveys to satisfy the associated requirements of Section 130A -309.209(c) of the Coal Ash Management Act of 2014, as well as the North Carolina Department of Environment and Natural Resources, Division of Water Resources' August 13. 2014 Notice of Regulatory Requirements letter. We consider the submittal of the Surveys and this supplemental update to also satisfy your desire to receive more detailed ,nformation on drinking water supply wells so that you can make an informed decision on which d,inking water supply wells Duke Energy :s ;equ.red to sample.
