The Cape Fear Plant is located in Chatham County along the east bank of the Cape Fear River southeast of Moncure and west of Corinth Road. The Cape Fear Plant began operations in 1923. In the most current configuration, the Cape Fear Plant employed two coal-fired units along with four oil -fueled combustion turbine units. Ash generated from coal combustion was stored on -site in ash basins. Operations were terminated at the Cape Fear Plant in October 2012 and demolition activities are currently underway. In accordance with the requirements stipulated in Coal Ash Management Act 2014 - North Carolina Senate Bill 729 (August, 2014), a survey has been conducted to identify drinking water supply wells located downgradient of the ash basins, herein referred to as the potential area of interest. In addition, to satisfy the requirements of the Notice of Regulatory Requirements (NORR) received by Duke on August 13, 2014, potential water supply wells and surface water features located within 0.5 mile of the Cape Fear Plant ash basin compliance boundary are also included. Routine water level measurements and corresponding elevations from the groundwater compliance monitoring well network indicate that groundwater flows from upland areas to the east of the Plant property towards the west and west-northwest, toward Shaddox Creek, the Haw River, and the Cape Fear River. No public or private drinking water wells, or wellhead protection areas, are located within the potential area of interest downgradient of the ash basins. This finding is supported by field observations and a review of public records. Based on the anticipated groundwater flow path, none of the wells identified in the water well survey are located downgradient of the ash basins. The location and available information pertaining to suspected water wells located upgradient of the facility, within 0.5 mile of the compliance boundary, are also included in this report as required by the NORR. (Duke Energy) owns the Cape Fear Steam Electric Plant (Cape Fear Plant) located on approximately 900 acres in central North Carolina near Moncure, North Carolina. The Cape Fear Plant is located in Chatham County along the east bank of the Cape Fear River southeast of Moncure and west of Corinth Road. The site location is shown on Figure 1. The Cape Fear Plant began operations in 1923. In the most current configuration, the Cape Fear Plant employed two coal-fired units along with four oil -fueled combustion turbine units. Ash generated from coal combustion was stored on -site in ash basins. Operations were terminated at the Cape Fear Plant in October 2012 and demolition activities are currently underway. Wastewater discharges from the ash basins are permitted by the North Carolina Department of Environment and Natural Resources (NCDENR) Division of Water Resources (DWR) under National Pollution Discharge Elimination System (NPDES) Permit NC0003433. SynTerra has conducted a survey to identify water supply wells and surface water features within 0.5 miles of the Cape Fear Plant ash basins compliance boundary (Figure 2). The compliance boundary for groundwater quality in relation to the ash management basins is defined in accordance with 15A NCAC 02L .0107(a) as being established at either 500 feet from the waste boundary or at the property boundary, whichever is closer to the source. This downgradient drinking water well survey report has been prepared to meet the requirements stipulated in Coal Ash Management Act 2014 - North Carolina Senate Bill 729 (August 2014) and the Notice of Regulatory Requirements (NORR) received by Duke Energy on August 13, 2014. As part of the survey, a questionnaire is being sent to owners of property within the survey area as directed by DWR. The purpose of the questionnaire is to determine if additional wells may be present in the area that were not observed or have not been previously reported. The questionnaire is also designed to collect additional information, such as well use and construction details. An addendum letter and updated information summarizing the questionnaire findings will be submitted to the DWR no later than November 7, 2014. The information available to date is herein provided. In the most current configuration, the Cape Fear Plant employed two coal-fired units along with four oil -fueled combustion turbine units. Ash generated from coal combustion was stored on -site in ash basins. Five ash basins were used at the Cape Fear Plant and are referenced using the date of construction: 1956, 1963, 1970, 1978, and 1985 (Figure 2). The Plant is located off of Corinth Road, approximately three miles southeast of Moncure, North Carolina. The Plant is situated on the east side of the Cape Fear River. The Plant property is roughly bounded by the Cape Fear River on the west, Corinth Road and undeveloped property to the east, Shaddox Creek and the Haw River to the north, and undeveloped land to the south. The 1956 ash basin is located north of the former plant, and the remaining ash basins are located south of the plant area. The 1963 and 1970 ash basins were constructed on the west side of the Plant property adjacent to the Cape Fear River. The 1978 ash basin was constructed east of and abutting the 1963 and 1970 ash basins. The 1985 ash basin was constructed east of the existing ash basins between the discharge canal and Corinth Road. The ash basins are impounded by earthen dams. Currently, the 1956, 1963, and 1970 ash basins are covered with vegetation (both hardwood and pine trees). A small area near the southern end of the 1970 ash basin is seasonally wet, otherwise it too has well established vegetation. The 1978 ash basin is partially vegetation -covered (both trees and scrub), and a portion of the southern end of the ash basin retains water. The 1985 ash basin has some grass cover and ponded water in the southwest corner of the ash basin. Wastewater flows from the ash basins are permitted by under NPDES Permit NC0003433. Operations were terminated at Cape Fear Plant in October 2012 and decommissioning activities are currently underway. 2.2 Description of Surrounding Properties Properties within a 0.5 mile radius of the Cape Fear Plant compliance boundary are located in southeastern Chatham County and eastern Lee County, North Carolina. Property uses within the 0.5 mile radius include residential, recreational, industrial, and agricultural. The Cape Fear River flows south along the western property boundary. Figure 2 depicts the properties surrounding the Cape Fear Plant. Page 2 P: \ Duke Energy Progress.1026 \ ALL NC SITES \ DENR Letter Deliverables \ Drinking Water Well Survey \ Cape Fear\Cape Fear Drinking Water Well Survey Report.docx Drinking Water Well And Receptor Survey September 2014 Cape Fear Steam Electric Plant - Moncure, NC SynTerra 3.0 SITE GEOLOGY AND HYDROGEOLOGY 3.1 Generalized Site Hydrogeologic Conceptual Model The Cape Fear Plant is situated in the Piedmont plateau region of central North Carolina, only a few miles north and west of the contact between the Piedmont and the North Carolina Coastal Plain. The Piedmont is characterized by well-rounded hills and rolling ridges. Topographic elevations in the area of the Cape Fear Plant range from approximately 150 to 200 feet above mean sea level. Geologically, the Plant is located within the Deep River Basin (specifically the northern portion of the Sanford Sub -basin), an irregular, half graben structural feature of Triassic age. In the area of the Plant, the basin is surrounded by and presumably underlain by igneous and metamorphic rocks of the Carolina Terrane (formerly Carolina Slate Belt) rocks. Over time, continental sediments filled the basin to great thicknesses and were subsequently cut by numerous diabase dikes. The stratigraphy of the basin, consistent with other basins in North Carolina and Virginia, is represented by a lower sequence of coarse -grained arkosic sandstone and conglomerate; a middle sequence of siltstone, shale, and thin coal deposits; and an upper sequence of sandstone, mudstone, siltstone, and conglomerate. In general, the strata of the Deep River Basin dip gently to the east (Horton and Zullo, 1991). Rocks of the region, except where exposed in road cuts, stream channels, and steep hillsides, are covered with unconsolidated material formed from the in -situ chemical and physical breakdown of the bedrock. This unconsolidated material is referred to as residuum. Direct observations at the Cape Fear Plant confirm the presence of residuum, developed above the sedimentary rocks of the Plant area, which is generally 15 to 30 feet thick and extends from the ground surface to the contact with rock. Groundwater within the area exists under unconfined, or water table, conditions within the residuum and in the fractures and joints of the underlying bedrock. The water table and bedrock aquifers are interconnected. The residuum acts as a reservoir for water supply to the fractures and joints in the underlying bedrock. 3.2 Site Geology/ Hyd rogeology According to the Geologic Map of North Carolina (1985), the Cape Fear Plant is situated within the rocks of the Pekin Formation of the Chatham Group; although, the Plant appears to be situated near the gradational contact of the Pekin Formation with the Cumnock Formation. The Geologic Map of North Carolina describes each of these units as being comprised of fluvial sedimentary rocks such as conglomerate, sandstone, and mudstone. These general observations are consistent with well lithologic logs from the Page 3 P: \ Duke Energy Progress.1026 \ ALL NC SITES \ DENR Letter Deliverables \ Drinking Water Well Survey \ Cape Fear\Cape Fear Drinking Water Well Survey Report.docx Drinking Water Well And Receptor Survey September 2014 Cape Fear Steam Electric Plant - Moncure, NC SynTerra Cape Fear Plant, which generally describe the sedimentary rocks underlying the Plant as brown to gray mudstones and siltstones. 3.3 Hydrogeologic Information for Flow Direction Determination As previously described, groundwater within the area exists under unconfined conditions within the residuum and in the fractures and joints of the underlying bedrock. Shallow groundwater generally flows from local recharge zones in topographically high areas toward groundwater discharge zones, such as stream valleys. Topographic high areas serve as groundwater recharge zones. Groundwater flow patterns in recharge areas tend to develop a somewhat radial pattern from the center of the recharge area outward toward the discharge areas and are expected to mimic surface topography. The closest surface water bodies on the subject property occur to the west as small, perennial and intermittent streams and creeks that flow toward the Cape Fear River, a large regional river. The predominant flow direction for groundwater is to the west and west-southwest. The Cape Fear Plant is bounded on the west by the Haw and Cape Fear Rivers. The Haw River bounds the property from its confluence with Shaddox Creek south to its confluence with the Deep River, a distance of about 1,200 feet. The Haw River and Deep River come together to form the Cape Fear River which extends along the western side of the Cape Fear Plant property for about two miles (river distance). The Haw, Deep, and Cape Fear Rivers flow south. Shaddox Creek is a perennial stream that flows generally from northeast to the west and enters the Cape Fear Plant property in the northeast corner of the property, eventually flowing to the Haw River. Several small intermittent streams enter the property from the northeast and east and flow through in the eastern and southern part of the property, eventually flowing to the "canal" and then to an unnamed tributary to the Cape Fear River. 3.4 Groundwater Flow Direction Determination Results The first occurrence of groundwater at the Cape Fear Plant is within the residuum at depths ranging from approximately 10 feet to 20 feet below the ground surface. Depths to groundwater in wells completed in the shallow bedrock are similar. Groundwater beneath the ash basin in the residuum and shallow bedrock appears to generally flow to the west, toward the Haw and Cape Fear rivers. The flow direction has been consistent from year to year with minor variations. Based on the hydrogeology of the area and site specific conditions, the Haw and Cape Fear rivers appear to be areas of discharge for groundwater moving downgradient of the ash basins. The potential area of interest is shown on Figure 3. Page 5 P: \ Duke Energy Progress.1026 \ ALL NC SITES \ DENR Letter Deliverables \ Drinking Water Well Survey \ Cape Fear\Cape Fear Drinking Water Well Survey Report.docx Drinking Water Well And Receptor Survey September 2014 Cape Fear Steam Electric Plant - Moncure, NC SynTerra 4.0 DRINKING WATER WELL SURVEY ACTIVITIES AND FINDINGS 4.1 State Records Review SynTerra reviewed the NCDENR Department of Environmental Health (DEH) Public Water Supply Section's (PWSS) Public Water Supply Water Sources Geographic Information System (GIS) point data set (pwsws.shp) and the Water Distribution Map Service (WDMS) data set obtained from the NC OneMap GeoSpatial Portal (http://data.nconemap.com/geoportal/catalog/main/home.page) to identify public water supply sources and water supply lines within a 0.5 mile radius downgradient of the Cape Fear Plant compliance boundary. According to the NC OneMap website, the Public Water Supply Water Sources point data was current through November 18, 2009, and that it is the most current GIS data set of public water supply locations available from North Carolina state agencies. The GIS point data for the public water supply wells includes, but is not limited to, information such as public water supply (PWS) system identification numbers, ownership information, PWS source type, well depth, and well yield. The WDMS data set contains information on municipal water lines and other appurtenances. On June 24, 2014, SynTerra reviewed the NCDENR DWR Source Water Assessment Program (SWAP) online database for public water supply sources to identify wells located within a 0.5 mile radius downgradient of the compliance boundary; to confirm the location of wells included in the Public Water Supply Water Sources GIS point data set, and to identify wellhead protection areas located within a 0.5 mile radius of the compliance boundary. The NCDENR SWAP database provides detailed assessments of public drinking water intakes and wellhead protection areas in North Carolina. The website address is: (http://swap.ncwater.org/website/swap/viewer.htm). 4.2 Federal/Other Records Review SynTerra reviewed the United States Geological Survey (USGS) National Hydrography Dataset (NHD) obtained from the USGS National Map Viewer (http://viewer.nationalmap.gov/viewer/) to identify surface waters within a 0.5 mile radius of the compliance boundary. Hydrography data obtained from the USGS NHD is included on Figure 3. A review of public database information provided by Environmental Data Resources, Inc. (EDR) was also conducted. The public water well information has been incorporated in the summary table (Table 1) and on Figure 3. A copy of the EDR report is included as Appendix A. Page 6 P: \ Duke Energy Progress.1026 \ ALL NC SITES \ DENR Letter Deliverables \ Drinking Water Well Survey \ Cape Fear\Cape Fear Drinking Water Well Survey Report.docx Drinking Water Well And Receptor Survey September 2014 Cape Fear Steam Electric Plant - Moncure, NC SynTerra 4.3 County and Utility Department Records Review The Water Distribution Map Service (WDMS) data set obtained from the NC OneMap GeoSpatial Portal as well as GIS websites for both Chatham County and Lee County were reviewed for public water supply information. The presence of water lines managed by Chatham County Utilities & Water Division were noted in the area upgradient of Cape Fear Plant, mostly along or proximate to Corinth Road. The area of Lee County encompassed by the 0.5 mile compliance area is located on the west side of the Haw, Deep, and Cape Fear Rivers, beyond the area of groundwater flow moving beneath the Cape Fear Plant. This area of Lee County is not served by municipal water lines. 4.4 Field Survey Between February and April 2014, SynTerra personnel conducted vehicular surveys along public roads located within 0.5 mile of the compliance boundary. Observations on property use, apparent proximity to available municipal water lines, structures that may represent potential water supply wells, and surface water features were noted. No wells were located downgradient of the ash basins compliance boundary. A written survey questionnaire is being mailed to the owners of properties within the survey area (Table 2). The questionnaire requests information regarding potential well location, well use, well depth and construction, date of completion, etc. Information reported from the questionnaire responses will be compiled and provided as an addendum to the survey on or before November 7, 2014. An example of the survey questionnaire is attached in Appendix B. This finding is supported by field observations and the results of the records review as described in Section 4.0 above. Shallow groundwater flow across the Cape Fear Plant is from upland areas east of the Plant towards the west and west-southwest with flow to Shaddox Creek, the Haw River or the Cape Fear River. Based on this observation, none of the wells identified in the water well survey are located downgradient of the ash basins. Water wells located upgradient of the Plant and within 0.5 miles of the compliance boundary are noted on Figure 3 in accordance with the NORR. Parcel information for these upgradient water well locations is provided in Table 1. A questionnaire is being sent to all the owners of property within the survey area as directed by DWR. These property owners are summarized on Table 2. An addendum letter and updated Figure 3 summarizing the questionnaire findings will be submitted to the DWR no later than November 7, 2014.
