Ash Basin Groundwater Assessment
Request for Assessment Suspension
Dear Mr. Pitner:
On May 3, 2013, Duke Energy (Duke) submitted a proposed work plan to conduct an ash basin
groundwater assessment at Buck Steam Station in Salisbury, North Carolina. The proposed work
plan sought to address groundwater exceedances detected at monitoring wells around the ash
basins. Duke has received no response from the North Carolina Department of Environmental and
Natural Resources (NCDENR) concerning these proposed work plans.
On August 16, 2013, NCDENR filed a complaint alleging violations at several Duke coal-fired
stations, including Buck Steam Station, related to ash basin seepage and groundwater monitoring
data that show some concentrations above groundwater standards. Due to the pending complaint
and associated outcome, Duke requests suspending the proposed assessment work until the
outcome of the outstanding complaint is realized.
