The applicant proposes to constructea 6 story, 48 unit condominium
complex consisting of a pool, gazebo, paved parking and marina basin along
the AIWW, classified SA. The marina basin has previously been permitted
and dredged, however, the wooden docks have not yet been constructed.
(See attached application dated 1/19/83).
Based on a review of the proposed project to determine impacts upon
water quality, the following comments are offered:
1. 401 certification will not be required for the proposed project.
2. The proposed project greatly exceeds 201 impervious surface
area, and stormwater is to be directed into a storm water
retention pond. Information available today indicates that
violations of fecal coliform standards can be expected as a.
result of the proposed project since stormwater from the
retention pond will discharge into waters classified SA.

8. Project summary applicants propose to cons tructasix-story building containing 48
condominium units with pool, gazebo and modified docking facilities along the AIWW
east of the Holden Beach Bridge.

9(a) SITE DESCRIPTION:
The.project site is located along the northern edge of the AIWW bordering
the eastern boundary of the new Holden Beach high span bridge. It is also
bounded on the north by the Robinson Oyster House and on the east by
Indigo Branch which is a small creek flowing south into the AIWW. The
site contains approximately 2.6 acres of flat highground which averages
5' above MSW with relict spoil material and remnant dikes still present.
The applicants previously used the tract for spoil placement for the
'hydraulic dredging work needed to create the existing 600' long by 60'
wide boat basin (see permit #38-83). A 30' fringe of cordgrass extends
along most of the southern perimeter of the property along the AIWW. All
of Indigo Branch is covered with healthy cordgrass marsh with other high
marsh species (i.e., salt grass, sea oxeye, patens) being scattered
throughout on higher knolls. A small relict spoil island is found along
the eastern boundary of the property and encompasses .12 acres with upland
shrubs. The presently permitted and dredged marina facility could
temporarily dock approximately 35 boats. The piers have not been construc-
ted yet but were to be located 85' away from the channel. The existing
water depths average -6' MLW up to within 10' of the cordgrass fringe.
The previously permitted 450' of bulkheading above MHW and marsh has not
been constructed. The AIWW and Indigo Branch are classified as SA waters.
9(b) PROJECT DESCRIPTION:
The applicants propose to modify thier earlier marina construction permit
(CAMA X638-83) by deletion of the dry stack storage facility and replacing
it with condominium construction. Specifically this major modification
request proposes to construct a six-story, precast concrete 48 unit
condominium complex. A pool, concrete lounge area; three asphalt parking
lots containing 53 parking spaces and a highground package sewage facility
is also proposed. A lift station will force the wastewater to an approved
site approximately .5 miles to the north. The small spoil Island to the
east is to have a 25' by 25' gazebo with access to it gained by two
6' side wooden piers elevated over the marsh. The fixed piers shown on
the original permit will be changed to floating docks and the former boat
lift basin will be bulkheaded above MHW.
The entire property area is proposed to be graded to facilitate surface
runoff generally as shown on the plan following the arrows. A 5,400 s.f.
(45' x 120') storm runoff retention basin is to be graded between the two
large parking lots with a 3' berm and 10-year design storm holding
capacity. The impounded stormwater is to be released on a controlled
basis to Indigo Branch wetlands through a 12" pipe.

10. ANTICIPATED IMPACTS:
No new impacts are proposed around the existing boat basin since the
dredging and filling activities have previously been completed. The new
drawings show that the piers will encroach 15' into the AIWW channels
85' setback distance.
The major impact presented with this major modification request is
whether this project, with its extensive asphalt and concrete surfaces,
will cause or accelerate the degradation of SA waters. A summary of the
proposed impervious surfaces are as follows: Asphalt roadways - 9,880
s.f.; asphalt parking lots - 19,490 s.f.; concrete walks - 1,400 s.f.;
concrete pool and lounge area - 3,300 s.f.; and roof of condominium
building - 7,200 s.f. The total of impervious surfaces = 41,270 s.f. (.96 ac)
and covers 37% of entire acre'-tract. The net density equals 18.5 units/acre.

The proposed project should meet the requirements of a
General 401 Certification, and therefore, will not require

A preliminary review of the proposed project, consisting
of a 40-48 unit development, indicates that the drainage of
stormwater runoff will be discharged into the Atlantic Intracoastal
Waterway, which is classified SA. It is anticipated that water
quality standard violations will occur as a result of the
stormwater discharge.
