on Roanoke Island as requested in the permittee's application dated 4/3/85 including
attached plat, 1, "Proposed Bulkhead, Groins and Dock" dated 4/2/85.
This permit, issued on is subject to compliance with th e application (where consistent
with the permit), all applicable regulations, special conditions and notes set forth below. Any violation of these terms may subject
permittee to a fine, imprisonment or civil action; or may cause the permit to be null and void.
(1) The groins will not extend more than 30 feet waterward of mean high water.
(2) The groins will be set back a minimum of 15 feet from the adjoining property
lines.
(3) The height of the groins will not exceed one foot above mean high water.
(4) The.bulkhead alignment will approximate the mean high water level.
(5) The pier will not extend beyond the established pier length along the shoreline
.or more than one-third the width of the man-made canal.
(6) The activity will be conducted in such a manner as to prevent significant
increases in turbidity outside the area of construction or construction-related
discharge.
NOTE: The permittee should contact the local health department regarding
their requirements for septic tank installations (as required under
0 NCAC 10A .1900 et. seq.). For information concerning septic tank
and other onsite waste disposal methods, contact the On-Site Sewage
Program at 919/733-2262.
This permit action may be appealed by the permittee
or other qualified persons within twenty (20) days of the
issuing date. An appeal requires resolution prior to work
initiation or continuance, as the case may be.
L This permit must be accessible on-site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification
not covered hereunder requires further Departmental
approval.
All work must cease when the permit expires on
December 31, 1988
In issuing this permit, the State of North Carolina
agrees that your project is consistent with the North
Carolina Coastal Management Program.

8. Project summary The applicant proposes to construct a single-family.residence. a
bulkhead above mean high water, three groins, and a 6x50 wooden dock at property
located on the Roanoke Sound at Mother Vineyard on Roanoke Island.

SITE DESCRIPTION
The applicant owns a lot on the Roanoke Sound at Mother Vineyard on Roanoke
Island, which extends across a dirt lane and abuts a manmade canal on the south-
west corner. A swale which runs northwest to southeast through the center of
the lot supports a mix of Scar us spp.,.Juncus roemerianus, Typha.spp, The
rich organic soil is bordered y a 6-7-foot-high- berm vegetated witnive oaks
on the sound side, the dirt lane on the southwest side, and filled lots on the
remaining sides. Based on this isolation, the wetlands do not fall within the
State's, nor Corps', jurisdiction and therefore, does not require permits to
fill.
The applicant proposes to construct a bulkhead above mean high water along
the 100-foot-long shoreline of the Roanoke Sound. Also proposed are three
groins extending 30 feet below mean high water and +1 foot above the NWL. I
have sent a copy of this proposal to the Soil Conservation Service for its advice
on the spacing and length of the groins. A 6x50-foot dock is proposed on the man-
made canal and conforms to the standards in our General Permit 7H.1200. A single-
family residence is proposed to be constructed 32 feet from the mean high water
line.
These activities could be handled by exemptions, general permits, and a CAMA
minor, however, due to the inability of the applicant to obtain a written state-
ment from one of the neighbors, it was necessary to apply for authorization.
ANTICIPATED IMPACTS
The construction activities will result in some short-term localized tur-
bidities, and the filling of an isolated area which contains marsh species but
is not connected to adjacent waters.

permittee to a fine, imprisonment or civil action; or may cause the permit to be null and void.
(1) The groins will not extend more than 30 feet waterward of mean high water.
(2) The groins will be set back a minimum of 15 feet from the adjoining property
lines.
(3) The height of the groins will not exceed one foot above mean high water.
(4) The.bulkhead alignment will approximate the mean high water level.
(5) The pier will not extend beyond the established pier length along the shoreline
.or'morethan one-third the width of the.man-made canal.
(6) The activity will be conducted -in such a manner as to prevent significant
increases in turbidity outside the area of construction or construction-related
discharge.
NOTE: The permittee should contact the local health department regarding
their, requirements for septic tank installations (as required under
10 NCAC 10A .1900 et.. seq.). For information concerning septic tank
and other..onsite waste disposal methods, contact the On-Site Sewage
Program at 919/733-2262.
This permit action may be appealed by the permittee
or other qualified persons within twenty (20) days of the
issuing date. An appeal requires resolution prior to work
initiation or continuance, as the case may be.
L This permit must be accessible on-site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification
not covered hereunder requires further Departmental
approval.
All work must cease when the permit expires on
December 31. 1988
In issuing this permit, the State of North Carolina
agrees that your project is consistent with the North
Carolina Coastal Management Program.
