SECRETARY Palmer Street Extension Hoke County DWQ# 07-1113 (DWQ Permit Fee $240) NCDOT Highway Division 8 is requesting a modification of the permit issued to TIP# U-3816 (Palmer Street extension) in Hoke County. The modification is needed to account for an additional .01 acres of wetland impacts caused by the encroachment of rip rap from a 1 to 1 slope at the bridge end bent (STA-49+50). The area is approximately 5'wide x 60' long. The size of the material is too large to move by hand, and the use heavy equipment would cause additional damage to the wetland. Therefore, we are proposing to account for the additional impacts, and mitigate them through the EEP program, if deemed necessary. If you require additional information please contact me. (Palmer St. Ext. from NC-211) Fill Slope Station 49+50f We are writing in reference to previous conversations concerning rip rap at Station 49+50t that has rolled into the wetlands- The fill slope is on a 1:1 grade, with the toe less than l' from the edge of the wetlands, as shown on the permit drawings and plans. During pile driving operations for the end bents, the rip rap rolled down the slope past the wetlands. While trying to place the remainder of the rock at the top of the slope, the rap rap rolled down the steep slope. It appears the rock has impacted approximately 5'f by 60'f of wetlands. This calculates to approximately .01 acres t. The natural terrain is falling away from the approach fill and did not allow any room to key into at the bottom. The weight of the rock and steepness of the slope caused the rock to roll and push at the bottom, thereby going further than what the plans showed. We feel the rock has stabilized and should not move anymore. The design and natural fall of the ground made it impossible to build without some rock impacting the wetlands that are shown in the plans. As noted earlier, this has been discussed verbally with you as well. We request the Department review this situation with tic designers and agencies as to what needs to be done to rectify this situation. Should you need any further information, please give us a call.
