HomeMy WebLinkAboutNC0058416_Fact Sheet_20180425DEQ/DWR FACT SHEET FOR NPDES PERMIT DEVELOPMENT NPDES PERMIT NCO086918 BACKGROUND The Eastern Wayne Sanitary District operates an aeration/greensand filter drinking water treatment facility at its Water Treatment Plant #3 that serves the surrounding community. The potable water design is 0.9 MGD. Historically all the wastewater has been stored and the decant from the waste tank is recycled, blended with raw well water, treated again and sent out into the distribution system instead of discharging wastewater. The NPDES permit is maintained in case there is an issue regarding recycling the decanted backwash. The plant maintains a pump so it can transfer wastewater approximately 0.7 miles and discharge to an unnamed tributary to the Neuse River, a class C; NSW water in the Neuse River Basin in Lenoir County. Permittee stated in cover letter no changes in treatment since last renewal. A review of DMR data showed no discharge between April 2013 and November 2017. PROCESS/TREATMENT Aerated well water is pre-treated with potassium permanganate and then flows to three parallel greensand filters (iron removal). The filtered water is further treated with corrosion inhibitor (polyphosphate), chlorine, fluoride, and ammonia before entering the main drinking water distribution network. The drinking water network provides the water for backwashing and rinsing the greensand filters. There is a dechlorination chemical feed system that treats the returned drinking water prior to use for backwash/rinse of the greensand filters. The greensand filters backwash/rinse waste stream accumulates in a holding basin where solids are collected. As solids build up in the holding tank they are removed for land application every other year. Discharge has not occurred at the facility in the previous 4.5 years. COMPLIANCE No discharges to the NPDES outfall have occurred between April 2013 and November 2017. No violations have occurred. SUMMARY OF PROPOSED CHANGES • Outfall map updated • Regulatory citations added • Parameter codes added to A(1) • eDMR language added to A(1) and as Section A(2) • Updated language on Supplement to Permit Cover Sheet per 2012 WTP guidance • Turbidity changed to 2/month per 2009 WTP strategy • Fluoride units changed to ug/L from mg/L in A(1) • Total iron removed as there is no longer a standard and was monitor only in previous permit in A(1) • Total hardness monitoring and associated footnotes added in A(1) • Updated TRC footnote in A(1) REGIONAL OFFICE COMMENTS (received via email from randy Sipe 1/9/18) • The cover letter should be revised to state that effluent monitoring for TN and TP have also been included in the permit and give justification why. o DWR response: TN and TP were present in the previous permit, and not added in this permit renewal. A technical correction concerning this was sent in a letter dated August 15, 2013. Therefore, reference to TN and TP will not be included in the cover letter as no changes were made. • The cover letter should be revised to state that monitoring for Hardness will be required both for the effluent and at an upstream location and give justification why. o DWR Response: The last bullet point of the cover letter states "Quarterly Total Hardness monitoring has been added in Section A. (1) per the current water treatment plant strategy." The justification is that it is required as part of the WTP strategy. o Randy Sipe response 1/9/18: I still think we need to let the permittee know that they will need to monitor both the effluent and upstream for hardness. The current permit did not include in stream sampling and this will be the only constituent that requires it in the new permit and can easily be missed if they are not used to collecting it. We should try to help them any we can to be compliant. o DWR Response: As this draft has already been submitted for public notice, and this is a minor change in the cover letter, which is not an enforceable part of the permit, the specification can be made in the cover letter when the final permit is issued. • The cover letter references an updated outfall map but no map was included with the permit.
