HomeMy WebLinkAboutNCS000292 Review DocumentNC Division of Energy, Mineral and Land Resources Review of Permit Renewal — NCS000292 Resinall Corporation • SIC 2851— Paints, varnishes, enamels and allied products -> Rosin resins, hydrocarbon resins and specialty resins. • Monitoring —The facility has been monitoring for COD, TSS, TN, TP and pH. Previous permit did have tier system (2 tiers) o Data summary was given as averages. Most numbers low enough that exceedances unlikely. Checked Central Files for 2015, 2016 and 2017 numbers. Data was okay and did not exceed benchmarks. o TN and TP monitoring because it is an NSW watershed. Data do not indicate nutrient problems. Drop these parameters. o Maintain COD, TSS and pH monitoring. o Tier structure adjusted to have the three levels in current permits. o VM monitoring changed to be consistent with current permits. o Parameter codes added to permit. • Facility drains to a UT to Kirbys Creek 25-4-4 in the Chowan River Basin, class C NSW. 2014 Assessment Report shows no listing for this stream segment other than the statewide Hg listing and this facility has no indication of Hg source. Basin is NSW, but facility monitored for nutrient parameters since 2007 with no benchmark exceedances. There is no specific strategy or TMDL developed for the Chowan river basin for nutrients that would impact this facility. • NC National Heritage review —The letter in the file and map indicates two aquatic resources near the project site. However, the Resinall site actually drains away from the location of these resources. Note added to the NHP map. See NHP letter and map on next page. • RRO — Email from Thad 3/1/2018 indicated he would try and get to the site but may not be before time to issue. Indicated that we could move forward and he would inspect as soon as he could. BIMS indicates the facility was inspected 3/26/18 but the only thing in the inspection report is the date of inspection. Message to Thad for more info. Thad responded 4/23/2018 that we could go ahead with issuance of permit and he would schedule an inspection.
